To answer the OP ------ look at the page and next to your name (under News) is a little arrow. This is a drop down menu that includes "Manage Ignored Users" --- That is the fastest way to get there. You can also click on My Settings (just to the right of the little arrow mentioned above!), Then under "Your Options" pick the "Profile" tab and you will find "Manage ignored users" on the left. I just deleted 7 banned users from the list and still have 23 users in the list.
