This is my first time posting in this forum, but I have gone through a lot of posts and many other websites to see if I can find a clear answer to my situation, but none seem to exist. I am an Indian citizen and she is a Romanian citizen, but both of us are resident in Germany. As such, we are going to travel to Thailand on Emirates from Hamburg.

Now, because of some complications with my passport (old booklet running out and new one just arriving recently), I will not have enough time to procure a visa for Thailand before leaving on this trip. This is not really a problem because even though I am not from one of the 15-day or 30-day visa exempt countries, I can get a 15-day Visa on Arrival at the Bangkok airport. My round-trip tickets for Emirates are such that I arrive in Bangkok on 6 Aug and leave for Hamburg on 19 Aug, so I do not expect a problem with Emirates as well since this is within the 15-day VOA limits.

But, the problem starts after this. We are going to fly out on 8 Aug with Air Asia to Hanoi and then return to Bangkok on 15 Aug with Air Asia from Phnom Penh. As such, the first entry on VOA will not be a problem. Normally, I would have gotten a re-entry permit, but this may not be possible because 6 Aug is a saturday and the immigration office in Bangkok is going to close at 12pm, while my flight arrives at 8.20am. There may not be enough time to get to the immigration office to get the re-entry permit as a result. On 8 Aug, I could get a re-entry permit at BKK airport but that too seems not possible because my flight leaves at 6.45am and I have read reports that the re-entry permit counter only opens at 8am.

As such, my big question is that if I get a 15-day VOA (not visa exemption since Indian citizens have to apply for VOA on arrival in BKK) upon my first arrival on 6 Aug and then leave for Hanoi on 8 Aug, can I get a second VOA on 15 Aug upon my return to BKK? Is this going to be a problem? Has anyone done something like this recently and knows that it works? I have spoken to the consulate in Hamburg and they cannot process visas for Indians and so I have to go to Berlin, where I was told my application would take a couple of weeks to process, time that I do not have.

Besides this, my fiancé is going to the consulate in Hamburg to get a visa tomorrow. When she called them today to check the list of documents they seemed to be very hesitant about issuing a double-entry visa. I have asked her to be insistent tomorrow, even try to get two single entry visas. But, for the eventuality that they do not issue her a double-entry visa, I checked on the MFA website and it says that Romanians can also get VOA (not exempt, thus similar to Indian citizens). Since a single-entry visa from Hamburg will not be a problem for her, this will be used for her first entry on 6 Aug. But, can we get a VOA for her on our second entry, which will be on 15 Aug?

The consulates are not forthcoming on information about the VOA and so I hope someone here can help. Thanks in advance!

There is no official limit on the number of VOA's you can get in a row.

Believe the re-entry permit office at the airport opens at 6 o'clock. But you can also apply in Bangkok itself.
