People do routinely ask about topping up SIMs from outside the country, and not everyone has a internet-enabled local account. And SIMs do require a 90-day "activity", so perhaps a solution for some. I just tried a test of it but end up with "The service is temporarily unavailable. Please try again later." Not sure how the are going to deal with CC fraud, as for 150 thb you can buy credit card details and top up for 1500. thaiprepaidcard.com is still much easier, but a bit more expensive, but not giving up your Credit Card details.
