What is clotted cream, and what is it used for?

There was a place across the street from the Rimping Condo a few years ago that sold it (something like the Ancient English restaurant?) with scones and homemade jam. I had never tried it before, but it was as good as I had always heard.

With tea, scones, jam and clotted cream are delicious. However, tea must be served in a bone china cup and the pinky finger must be pointing away from the cup.
