Cabinet to discuss final draft of govt's policies

The Cabinet will today discuss the final draft of the government's policies to be declared before a Parliament gathering.

The policy guidelines prepared by the ruling Pheu Thai Party's working group and other coalition partners have been "more than 90 per cent complete" and the Cabinet would give them the final touches, according to Niwatthamrong Boonsongpaisal, a Pheu Thai party-list MP.

Niwatthamrong yesterday attended a meeting between |the working group charged |with preparing the policy guidelines and representatives from |the relevant state agencies. He |said they would include the policy platforms of all the coalition |parties.

When asked if Pheu Thai's campaign promises such as the Bt300 daily minimum wage for labourers and a Bt15,000 monthly salary for new graduates would be implemented within the first year in power, Niwatthamrong said that matter would be announced by the government.

Deputy Prime Minister and Commerce Minister Kittirat na Ranong yesterday said the government would include in its policies Her Majesty the Queen's suggestions and concerns made during her speech on her birthday |on Friday. The government |would take urgent action on those issues, such as narcotic drugs, deforestation, natural resources, and insurgent violence in the deep South.

According to Kittirat, 16 issues would be considered "urgent policies" and would be completed within the first year the government is in power. He did not discuss the policies in detail.

In a related development, the new prime minister is likely to have a weekly television programme in which she reports to the people about the government work, according to PM's Office Minister Surawit Khonsomboon, who oversees the state media.

1. Give Thaksin's childrens' money back. Check.

2. Beg Japan for a visa to be stamped in Thaksin's Montenegro passport. Check.

3. Continue keeping the convicted and sentenced Potjemon out of jail. On going.

4. Give Thaksin his 46 Billion baht back. In process.

5. Give Thaksin an amnesty. In process.

6. Bring Thaksin back to Thailand. In process.

7. Replace the police chief with a family member. In process.

8. Replace the armed forces head with a family member. In process.

9. Shut down any newspapers critical of the government. In process.

10. Change the constitution to give a lifetime term for PM. In process.

11. Tighten controls on the internet. In process.

12. Introduce war on drugs, dissidents and anyone the police don't happen to like. In process.

13. Introduce martial law. In process.

14. Ban opposition parties. In process.

15. Lie, lie and lie some more. On going.

They are going to become very popular with the electors if they bring all those policies in during the first six months as is being mentioned by the economic deputy PM. If at the same time they are going to do other shall we say controversial stuff, it will make any attempt to sabotage it by outside influences extremely risky. This looks like being an interesting time of intrigue and gaming and the PTP seem to really have this well thought out if they are going for it. Next up is bring the yellow shirt dudes home from Cambodian jail to go along with suggestions that the families of yellow shirts killed in recent times should get compensation and alonmg with all the red bail Sondhis case not progressing (note the yellow shirts and Dems/old establishment have fallen out fairly big time)

Details of '13 urgent policies' to be put to Cabinet

Details of 13 urgent policies to be implemented by Yingluck Shinawatra's administration were revealed yesterday after key ministers, including deputy premier and Interior Minister Yongyuth Wichaidit and deputy premier and Commerce Minister Kittirat na Ranong jointly chaired a meeting with the PM.

The 13 urgent policies are divided into eight areas and will be discussed at the Cabinet meeting today before being announced in the Parliament next week. They are:

1. National reconciliation and democratic revival to be achieved by fostering common understanding among citizens so it leads to unity. The new government says it will adhere to the democratic system with the King as Head of State and is ready to support the Truth for Reconciliation Commission to work independently and enable it to discover the truth behind political violence, deaths and injuries during civil strife in April and May last year.

2. Speed up the crackdown on drug traffickers, influential figures, vice and other things that cause delinquency among youths.

3. Prevention and suppression of state sector corruption.

4. Alleviating the economic hardship of citizens and business operators via temporary suspension of collection of the petrol fund, and keeping prices of consumer goods and energy at appropriate levels.

5. Speed up the revival of good relations with neighbouring countries, based on international treaties and related laws, as well as resolving border tension through diplomatic means.

6. Promote domestic and inbound foreign tourism by designating 2011 and 2012 as "Amazing Thailand" Years.

7. Boost people's access to loans by increasing the Village Fund and Urban Community Fund by Bt1 million per village or community each. Set up a Bt100-million Women's Fund, plus a Bt1 billion Livelihood Fund to assist small business operators. Introduce energy credit for taxis and other hired drivers.

A boost in welfare to the elderly is also planned. The monthly stipend for people aged 60-79 years will rise to Bt600 per month, while those aged 70-79 will get Bt700 per month, those from 80-89 years will get Bt800 a month and those 90 years and above will get Bt1,000 per month.

A three-year debt moratorium will also be provided to low-income households with debts of less than Bt500,000. Debt restructuring will be available for people who owe between Bt500,000 to no more than Bt1 million. A plan is being prepared to revive jobs and adjust vocational and production structures in an integrated matter.

8. Improve the quality of agricultural produce, and help farmers to access capital. Ensure price stability for agricultural goods to ensure fair prices for farmers. Use farm produce price guarantees as a way to ensure income stability for farmers. Introduce a credit card for farmers, and launch futures trading of agricultural goods.

9. Strengthen the product management of the One Tambon One Product scheme and make it sustainable through utilisation of local wisdom and resources in combination with modern practices in order to lift quality standards, prices and management. Provide access to foreign markets for goods and make them goods available in various cities and tourist spots.

10. Improve the Bt30 medical system.

11. Allocate tablet computers to students, starting with primary 1 students in the 2012 school year. Provide free wi-fi spots in public areas and educational institutions.

12. Introduce and speed up political reform so that it is widely participatory. Amend Article 291 of the 2007 charter in order to enable a new constitution drafting committee to be independent and introduce the exercise of democratic power under the principle of the rule of law and accountability and allow for a referendum.

13. Speed up the restoration of peace in the deep south by injecting resources and introducing wide-ranging and holistic administration in accordance with HM's guidance to ensure understanding, accessibility and development that is in sync with the diversity of identities and religions in each area, and ensure equal justice for all.nationlogo.jpg
