PM Yingluck visits Indonesia

BANGKOK, 12 September 2011 (NNT) - Prime Minister Yingluck Shinawatra has left for Indonesia on the second leg of her tour of ASEAN neighbours to introduce herself upon the assumption of office.

Ms Yingluck is today meeting with President Susilo Bambang Yodhoyono during which she will reaffirm the Thai-Indonesian cooperation in political, economic and cultural fields. The two are expected to discuss future cooperation guidelines, especially the strategic partnership between the two countries.

Thailand and Indonesia has maintained good relationship at all levels and dimensions, particularly under the ASEAN framework. During the visit, Prime Minister Yinkluck will also lay a wreath at Heroes Monument of Surabaya before returning to Thailand this evening.

Ms Yingluck visited Brunei Darussalam on September 10, her first overseas visit as Thai prime minister. The two countries agreed to exchange knowledge, technology and cooperation in education, medical services and agriculture. Brunei also showed interest to import more Thai rice.

The Thai Prime Minister is scheduled to visit Cambodia on Thursday and Laos on Friday.

Deputy PM Challenges Opposition to File No-Confidence Motion

An outspoken deputy prime minister has refused to respond to the Opposition's criticisms over the amnesty campaign and the case involving a rigged land purchase by the former prime minister's wife.

The deputy PM dared the Opposition to file a no-confidence motion.

Deputy Prime Minister, Police Captain Chalerm Yoobumrung said he will not speak any more on the subject of the royal pardon for self-exiled former Prime Minister Thaksin Shinawatra, nor will he discuss the petition asking the court to review the Ratchadaphisek land purchase case.

Chalerm added that he has said everything he has to say and that many scholars have already offered their viewpoints regarding these issues.

He said if the Opposition still have any questions, they may raise them in Parliament or even file a no-confidence motion.

The deputy prime minister denied that he was ordered to stop talking about these matters.

Meanwhile, Democrat Party Leader Abhisit Vejjajiva said he has not received confirmation about Thaksin's planned visit to Cambodia around the same time that the friendly football game between Pheu Thai MPs and Cambodian counterparts is going to be held.

He added that Prime Minister Yingluck Shinawatra, who is also scheduled to visit Cambodia during the same period, should know what to do if it turns out that Thaksin is there, implying she must have her fugitive brother arrested.

Regarding reports about the Foreign Ministry's plans to reinstate diplomatic passports for Thaksin and members of his administration in an effort to promote national reconciliation, Abhisit said the government must respect the rule of law and provide an explanation as to why they should provide the ex-premier with a diplomatic passport.

Police Involved in Illegal Logging Operation

After receiving a number of reports of illegal logging in Phitsanulok Province, forest officials raided a sawmill belonging to a police senior sergeant major.

After receiving reports about illegal logging in the area, Phitsanulok Governor Preecha Ruangjan ordered officials to raid the home of Police Senior Sergeant Major Somchai Pukasek.

The authorities found key evidence, including rubber wood, processed rubber logs, and other logging equipment.

The evidence collected will be processed at the Naresuan University Police Station, where it will be stored while the investigation continues.

The authorities are now hunting down Police Senior Sergeant Major Somchai Pukasek who could face both criminal charges and disciplinary actions.

Govt and Opposition Visit Flooded Areas

Both the government and the Opposition visited flooded areas in Uttaradit Province yesterday to help flood and mudslide victims while the Defense Ministry is also talking to the prime minister about how the military can extend more help.

Defense Minister General Yutthasak Sasiprapha brought Army Chief General Prayuth Chan-ocha, Army Chief-of-Staff General Dapong Ratanasuwan, and all four regional army chiefs to meet with Prime Minister Yingluck Shinawatra at the Government House yesterday morning to discuss how the military can pitch in more help for flooded areas nationwide.

At around noon, the prime minister and members of her Cabinet visited Nampard District in Uttaradit Province, which was hit by heavy flooding and mudslide on Friday.

Locals have complained about how there was no prior warning before the flooding and mudslide hit.

Democrat Party leader Abhisit Vejjajiva and his entourage also visited the same area yesterday to help flood and mudslide victims.

He thanked Thais nationwide for donating via his party to help flood victims.

Following his visit to Uttaradit, Abhisit returned to Bangkok to take part in his party’s fundraising event for the floods at Central World shopping complex.

PM Launches Narcotics Crackdown Campaign

The prime minister launches a national agenda to fight narcotics.

The deputy prime minister, who’s been tasked with overseeing the effort, reiterates that any law enforcement officer who’s found to have been involved in the narcotics trade should receive double the penalty.

Prime Minister Yingluck Shinawatra yesterday announced a national agenda to rid the country of narcotics at the Government House.

The event was witnessed by ministers and state officials.

Yingluck said the government will use the rule of law to crack down on drugs and tasked Deputy Prime Minister Chalerm Yoobamrung with overseeing the effort.

The event exhibited some of the recently seized narcotics and assets of drug suspects and had former drug addicts share their experiences in quitting narcotics.

Chalerm said he will be calling a meeting of the Narcotics Control Board soon after which officials will start a raid of suspected areas.

He added that he plans to introduce rehabilitation for drug-related prisoners who are near the end of their jail terms and have good behavior while being incarcerated with the help of the military and the Public Health Ministry.

Chalerm noted that law enforcement officers found to have been involved in the drug trade should receive double the usual penalty.

Finance Ministry to Table Salary Raise Proposals Tomorrow

The Finance Ministry will discuss a proposal to increase the salaries of state employees and civil servants at the Cabinet meeting tomorrow, while the Office of the Civil Service Commission recommends complete salary restructuring to ensure fairness.

The Finance Ministry is prepared to propose salary upgrades for state employees, civil servants, temporary staff and military recruits at tomorrow's Cabinet meeting.

Deputy Finance Minister Wirun Techapaiboon clarified that the pay raise will initially come in the form of a provisional cost-of-living allowance.

He said the new base salary plus allowance will be no less than 15,000 baht for Bachelor's degree graduates and no less than 9,000 baht for first-level military enlistees.

The new salary bases are expected to go into effect in January of next year.

As for the call for complete salary restructuring, Wirun said his ministry has tasked the Office of the Civil Service Commission, OCSC, and the Comptroller General's Department with overseeing the matter.

He expects the restructuring to start next year and to be completed within four years, with a ten-percent increase for state officials-- from 9,600 baht to 10,300 baht--in the first year of the program.

While, the ministry also plans to consider pay raises for those with higher than 15,000 baht salaries in April 2012.

Meanwhile, the OCSC suggested that the government restructure the entire state payroll system and amend the Civil Service Act 2008, or issue an executive decree to ensure fairness.

The agency noted that the salary increase should not be limited to new employees.

Rice Prices Climb on Pledging Scheme Speculation

The prices of some types of rice have begun to climb, while most customers say they have no problem with the price adjustment as long as it is reasonable.

Following the announcement made by the Commerce Ministry that it would kick off its rice pledging scheme on October 7 for in-season paddy rice, for which it has promised to purchase jasmine rice at 20,000 baht a ton and white rice at 15,000 baht per ton, a survery was conducted in the Yingcharoen Market to inspect the rice prices there.

The survery uncovered that retail prices of some types of rice have begun to climb.

Rice vendors at the market said millers have raised their selling price of jasmine and sticky rice by 50 to 100 baht.

They have expressed confidence that after the rice pledging scheme is implemented, the prices for all types of rice would go up by around two to three baht per kilogram.

Currently, sticky rice is being sold at 32 to 33 baht per kilogram, while the price of jasmine rice and brown rice is at up to 39 and 34 baht per kilogram, respectively.

For the current price of 49-kilogram rice sacks, sticky rice is at 1,400 baht, while jasmine is selling for 1,200 to 1,800 baht.

Overall rice prices have yet to increase as they are still part of older inventories.

The vendors said the scheme will not have much of an effect on them assuming the increase is made in accordance with the market mechanisms.

However, they are concerned about the possibility of people hoarding rice stocks and waiting to reap profits from the new government's rice pledging scheme.

They have called on the government to put measures in place to prevent hoarding, to negate a major spike in prices.

People are continuing to spend normally.

They said they have no problem with the price increase as long as it is not too much, as they want to be part of helping Thai farmers earn higher incomes.

The regulations and conditions regarding the rice pledging program will be forwarded to the Cabinet for consideration tomorrow.

Four Civilians Injured in Yala Bomb Attack

Four villagers have been injured in a bomb attack in Yala Province. Authorities believe the attack was aimed at military personnel.

After the incident, both military officers and provincial police were dispatched to the scene of the explosion at Yala-Baetong Route 410, close to the Chinese cemetery.

Four villagers, Abdulrosa Dheramae, his wife Arharor and their two sons age seven and three, were injured in the bomb attack. They were rushed to Pattani Hospital in critical condition.

The explosion also brought down a large tree blocking the road.

Police found parts of an iron box and a gas cylinder that weighed over 25 kilograms hidden on the side of the road.

Fragments and shrapnel were collected as evidence for further investigation.

Witnesses told police that Abdulrosa was riding his motorcycle behind a military pickup truck belonging to Yala solider bureau 13, in the Krongpinang District, and that his family was on the motorcycle with him, riding on the pillion.

The bomb went off as the military pickup truck was departing. Officials speculate that the perpetrators were aiming their attack at officials, but that the bomb missed its target, hitting the villagers instead.
