Deputy PM Unsure on Thaksin's Visit to Cambodia

A deputy prime minister says he is unsure whether former premier Thaksin Shinawatra will travel to Cambodia, while saying Thaksin's extradition from Cambodia cannot be carried out as there is no law to support the effort.

Deputy Prime Minister in charge of police affairs Chalerm Yoobamrung said he is unsure whether former PM Thaksin Shinawatra would make a trip to Cambodia.

Asked about a possible extradition request for Thaksin from Cambodia, Chalerm said the government is unable to do so as there is no law to support the move.

Further asked about the proposal for a retrial of the Ratchadapisek land procurement case, Chalerm said the matter is between Thaksin and the Supreme Court's division for political post holders and has nothing to do with the government.

Commenting on the establishment of an independent National Rule of Law Commission, or NRLC, chaired by Ukrit Mongkolnavin, the minister said it will not overlap with the Law Reform Committee chaired by Kanit Na Nakhon.

Chalerm said the formation of the NRLC is aimed at ensuring justice in the entire legal system and is not linked to the constitution amendment.

Chalerm insisted that the establishment of the panel is not considered an intervention into similar existing panels' work.

The deputy PM also confirmed that the government will use caution and abide by the rule of law for its drug suppression drive after the United Nations expressed concern that the government's drug eradication plan may violate human rights.

"Asked about a possible extradition request for Thaksin from Cambodia, Chalerm said the government is unable to do so as there is no law to support the move. "

Well here's one for starters:

Extradition Treaty between the Kingdom of Cambodia, and the Kingdom of Thailand (1999)

While you're at it, you might try for Arisman.

Chalerm would rather gargle battery acid than be forced to try to extradite Thaksin.

As far as I remember it was Dept. PM Chalerm who recently suggested that since the land deal was cancelled the trial should be reviewed. Now it has nothing to do with the government. When k. Chalerm is interviewed as Dept. PM he mixes that with private business like "I'll get Thaksin back"?

PS if k. Thaksin is not in Cambodia by tomorrow and won't watch the football match on the 24th, not only will I never ever believe a word again spoken by k. noppadon, but we'll have very disappointed UDD MPs and 10,000 red-shirts :ermm:

Dumb enough to vote PT into govt.

Dumb enough to accept corruption as the norm 'as long as they benefit from it'.

Probably dumb enough to accept T being let off the hook.

T should consider himself lucky to have so many supporters who are gullible, uneducated, poor and desperate, with very short memories. Indeed from a politicians view, great attributes for a voter!

These people have facilitated his comeback and will welcome him with open arms to run the country again.

Dumb? You decide.

PM'S FUGITIVE BROTHER

Thaksin may be a no-show at soccer game

By THE NATION

Former prime minister Thaksin Shinawatra might not make an appearance at the soccer match between Thai and Cambodian teams scheduled for next week, a red-shirt source said yesterday.

"It would not be good for the Yingluck government if Thaksin were cheered by thousands of red shirts at the Cambodian stadium," he told The Nation.

It would provide an opportunity for criticism from the opposition, the source said.

Kwanchai Praipana, a red-shirt leader, yesterday told supporters via his television programme to wait for confirmation that Thaksin would appear.

"Unless Thaksin joins the event, there is no need for so many of us to go there."

Meanwhile, Pheu Thai MP Weng Tojirakan yesterday said more than 10,000 red shirts would attend the friendly football match in Phnom Penh.

The Thai team will comprise red shirts-turned-Pheu Thai MPs and the Cambodian side will be represented by Cabinet members and ranking officials.

"The friendly match will signal the two countries have resumed good neighbourly ties," Weng said.

He said Thailand and Cambodia would not go back to bickering as they did under the Abhisit Vejjajiva government.

Weng said he could not confirm or deny whether the red shirts would meet with Thaksin since he did not know Thaksin's schedule in the Cambodian capital.

He was speaking after the Criminal Court approved his petition to travel to Cambodia on two separate trips tomorrow and again next Friday. In the first trip, he would be part of an advance team. The second trip would be to take part in the match.

Three other members of the advance team, Veera Musigapong, Natthawut Saikua and Yoswaris "Jeng Dokjik" Chuklom, had earlier obtained court permission to travel abroad. Weng's trip was delayed for a day because of incomplete documentation.

Meanwhile, Deputy Prime Minister Chalerm Yoobamrung said the government would not seek to extradite fugitive Thaksin from Cambodia because of lack of a legal mandate.

"The extradition request for Thaksin is impossible," he said in reference to Thaksin's visit to Phnom Penh tomorrow.

Chalerm said the Democrat-led government had tried but failed to persuade the Cambodian government to send back Thaksin.

He said the existing extradition provisions did not apply to Thaksin's conviction and two-year jail term.

Dept. PM Chalerm seems to have lost his magic touch:

- government has no legal mandate

- extradition request impossible

- Dem's led government tried and failed

- existing provisions don't apply

translation: forget it, dear people. We will not involve our leader in such details. I promised to get him back and pardoned, so stop asking.

Police Captain Chalerm with supposedly a law degree needs to go back to school as he doesn't recognize that, not 1, 2, or 3, but a total 6 outstanding arrest warrants for Thaksin is more than ample for a legal mandate.

Sounds more like the friendly match signals the good neighbourly ties between Cambodia and Red Shirts.

I get the nagging feeling that this alliance will be to the detriment of the whole of Thailand, as it already has with the little help Hun Sen gave Thaksin by inciting a border dispute close to the elections in Thailand.

But one must admit, that Deputy PM Chalerm is outstandingly loyal to his boss, if not to PM-Yingluck, who he seems to be gradually replacing as Prime Minister. <_<

Oz,

The Dems knew the law but didn't do (enough) for PM Thaksin's/Arisman's extraditions..... Especially when they were acting like a junkyard dog with a juicy bone (get Thaksin mode...)

Probably they figured it was a waste of breath while Hun Sen and Thaksin were swapping spit in the shower.

If the PTP PR machine is 'on the ball', I reckon they'd be wanting to televise this football match.

I think it would go over well with the Thai population, who at a guess would mostly prefer good rather than strained relations with their neighbor.

hanuman,

I agree, IMHO, I think it will go over well for relations. Wouldn't hurt to have a BBQ & beer after as well! Hope something comes well out of this.

It's not surprising he's lost his magic touch, his cranium is so far up his boss's rectum, he can tell what he ate for breakfast.

It seems pretty clear that Taksin and the Red shirts are closly aligned to the Cambodians, that war/border dispute was purely instigated to create problems for the Democrat government and that it was instigated by Taksin using his close friendship to Hun Sen. You could say it questions Taksin and Redshirts patriotism in that they use a neighbouring country to try destablise Thailand. Seems like ethics and morals have been thrown out of the window. Maybe Taksin should have his nationality revoked?

With PM Hun Sen describing k. Thaksin as 'eternal friend' you may be on to something here.

To remove k. Thaksin's nationality is out of the question though. Not done out of principle, probably against Geneva Conventions and most of all Robert A. wouldn't like it ;)
