Rangsan and wife file Bt3-billion lawsuit

Rangsan Torsuwan, once the country's leading architect and real-estate developer, has filed a case with the Civil Court against the Royal Thai Police, the Office of the Attorney-General and the Prime Minister's Office in connection with an alleged plot to kill then-Supreme Court president Praman Chansue in 1993.

In a lawsuit filed jointly on Monday with his wife, former senior judge Yindee Watcharapong Torsuwan, Rangsan accused the agencies of infringing upon his rights, and sought damages of Bt3 billion.

According to the lawsuit, Rangsan suffered damage to his reputation and business, and was deprived of opportunities to earn a living and provide for his family as a father and husband while fighting the case against him.

The plaintiff also pointed to the fact that he became indebted and faced many business-related court cases as a result of the alleged infringement.

In 2008, after a 15-year trial, the Criminal Court sentenced Rangsan and three other men to 25 years' imprisonment each after finding them guilty of involvement in a foiled plot to assassinate Praman, who died of a lung infection in 2007 at the age of 71.

In September last year, the Court of Appeals acquitted all four defendants in the case, questioning the prosecution's claims about the alleged plot.

'Outstanding' Doctors honoured for rural work

4 awardees have focused on illness prevention, work with HIV and children

Four doctors have been named as the recipients of this year's Outstanding Rural Doctor and Outstanding Doctor awards in recognition of their work to improve medical services for people living in remote areas.

The Rural Doctors Foundation yesterday presented Outstanding Doctor awards to Dr Pattana Tansakul, a director of Ubon Ratchatani province's Piboonmangsaharn Hospital, and Dr Sompong Pattanakitpairoj, a director of Prachuap Khiri Khan's Bang Sa Phan Noi Hospital.

Outstanding Rural Doctor awards went to Dr Santi Labbenjakul, a director of Lop Buri's Lam Sonthi Hospital, and Dr Wiboonsak Wuttithanachote, a deputy director of Khon Kaen's Chumpae Hospital.

The awards were presented by Public Health Ministry Deputy Permanent Secretary Dr Siriwat Thiptharadol, a senior member of the Rural Doctors Foundation.

During the past several years, Pattana has devoted himself to proactive efforts to improve healthcare services, including diseaseprevention and healthpromotion campaigns in local communities.

He has also encouraged local people to get involved with hospital staff to improve healthcare services to their satisfaction.

" Public health personnel must know about the health problem in local community by learning from local people and allow them to be apart of their job," he said after receiving the award.

He added that put a lot of money into health care prevention is better than other investment.

Sompong also had given his effort to improve primary care services to serve people. He had developed the health care prevention program to meet local demand and behaviors.

The result from his program could reduce the number of patient at hospital.

Meanwhile, Santi said he had learned a lot of things from local people in rural area since he was in charged as the hospital director.

" It is my good luck to be here at this province and help people to improve their health condition," he said.

" A disable boy who could not even help himself had inspired me to work with my team to improve health care services to be more friendly with disable people,"he added.

Wiboonsak had dedicated his life to developed medical services provided to children living with HIV/Aids and children who suffer from thalassemia.

He also was a founder of the Ethic Network of Chumpae district's Health Care Service Provider which inviting medical workers and patients to practice dhramma together. This could improve mental health of medical workers and patients in their daily life.

Raisom to respond to fraud charges

The accused in a Bt138-million involving Raisom Co will submit its response to the charges of fraud to the National Anti-Corruption Commission (NACC) in the next few weeks, said a source who asked not to be named.

Raisom, a TV production house owned by well-known news-programme host Sorrayuth Suthassanachinda, allegedly earned Bt138 million by airing more commercials than allowed under the terms of its contract, without informing and sharing profits with MCOT, operator of Modernine TV.

NACC member and spokesman Klanarong Chantik told The Nation that according to Pakdee Pothisiri, the NACC member in charge of the case, many of those allegedly involved had been informed of the accusation. Once they have clarified the situation, in person or in written form, the sub-committee in charge would then report to the NACC, the spokesman said.

However, Pakdee is currently abroad.

Investigative journalist Prasong Lertratanawisute has criticised the NACC on his website over its slow progress in the case, which has dragged on for four years.

A source among the accused, who asked not to be named, said the NACC had informed them about the members of the investigation panel and asked if they would oppose the appointments. The agency recently notified the accused of the charge.

The accused will acknowledge the allegation within the next few weeks, the source said.

In 2007, a fact-finding committee chaired by Pol General Prathin Santipraphob found that Raisom had failed to pay Bt138 million to MCOT, as required in its contract.

Prathin said the panel had probed documents relating to the Raisom-MCOT contract for 2005-2006 concerning advertising revenue, for which an MCOT internal examination had already found evidence that Raisom had neglected to pay Bt138 million.

The contract, he said, stated that the 30-minute "Kui Kui Khao" news talk show on Modernine TV was allowed to air five minutes of commercials, with revenue divided equally between Sorrayuth's firm and MCOT.

However, the firm oversold commercials under its quota, he said.

Although Raisom eventually forwarded Bt138 million to MCOT in 2006, Prathin insisted the firm should still face fraud charges.

Labour databases to be shared

Labourrelated agencies have joined forces to share their databases in an attempt to match supply with demand and control the quality of labourers.

Software called Labour Economic and Education Data Exchange Plus (LEEDX Plus) is being used to gather uptodate information about the number of workers in different industries and issue warnings about too many or too few workers in nine industries, as well as qualifications that do not meet employers' demands.

The nine industries are automobiles and auto parts, textiles and clothes, electrical goods and electronics, food, wood and furniture, plastic, leather and shoes, ceramics, and rubber and rubber products.

Industry Ministry permanent secretary Witoon Simachokedee said LEEDX Plus cut down on redundant data collection, and helped analyse and put the workforce at optimum use. It also suggests policies and measures that can be used to deal with problems regarding the workforce.

"Data on labour collected by five agencies, including the Industry, Labour and Education ministries, the National Statistical Office and the Federation of Thai Industries, will be exchanged automatically after they allow the data to be published. So they can access the updated information without getting caught up in red tape," said Yongyuth Chalamwong, research director for labour development for the Human Resources and Social Development Programme at the Thailand Development Research Institute.

The TDRI is an adviser to the project.

Yongyuth said Thailand was short of medium and lowskilled workers by more than 200,000, especially in small and mediumsized industries.

"Employers also complain about their quality or qualifications. They want teachers who produce workers to focus on their core competencies - equip them with honesty, patience, assiduousness, responsibility, teamwork, a foreign language, and thinking and communication skills," Yongyuth said.

LEEDX Plus was upgraded in 2010 from Labour and Economic Data Exchange (or LEDX) created in 2009. The software cost about Bt20 million and was financed by the Industry and Labour Ministries.

Boost for team helping thalassemia patients

The Thalassemia Foundation of Thailand has come out in support of a club and working team to help thalassemia patients gain better access to medicines and to promote awareness of the disease among the public.

Thalassemia is a blood disorder passed down through families in which the body makes an abnormal form of haemoglobin - the protein in red blood cells - leading to mild or potentially fatal anaemia. Thailand has 50,000 thalassemia cases with several million others either carriers of the disease or likely to contract it.

The foundation's and Siriraj Hospital thalassemia specialist paediatrician Dr Vip Viprakasit said the working team comprised thalassemia patient representatives from hospitals nationwide who will support patient access to medicine and medical treatments through coordination centres at Khon Kaen, Chiang Mai, Chiang Rai, Nakhon Pathom, Songkhla and Chumphon.

Team leader Chutikorn Phulsap said that besides assisting and giving moral support to patients, the team has campaigned for better medical care for thalassemia victims, especially through the universal healthcare project. There had been reports of many not being treated by specialised doctors and insufficient followup.

She said the transfer to hospitals with thalassemiaspecialist doctors was difficult and inconsistent, with patients not getting thorough healthcare and developing complications such as diabetes or liver cancer.

Multicolour shirts to rally against reds petition

The multicolour shirts will this afternoon rally at Victory Monument to oppose the reds petition to seek a royal pardon on fugitive former prime minister Thaksin Shinawatra's behalf.

"At the rally, the signature campaign will be launched against the Thaksin pardon," multicolour shirt leader Tul Sitthisomwong said on Friday.

Aside from the pardon issue, rally speakers will demand for a stop in the government's favouritism.

Metropolitan Police Region 1 commander Maj General Wichai Sangprapai said he expected the rally to proceed peacefully.

Phayathai police will be in charge of keeping peace at the rally site.

Kowit concerned about escalating southern violence

Deputy Prime Minister Kowit Wattana on Friday voiced concern about the escalating violence in the three southernmost provinces.

"Despite signs of improvement, the violence has again intensified," he said.

Kowit said he had instructed the authorities to take extra precautions.

He urged all sides to give moral support instead of trying to fault the security officials in charge of quelling violence.

"I am quite concerned about the situation because September is the month coinciding with the rotations of officials," he said.

He also said the government would not revoke the emergency rule at this juncture.

Police Up Anti-drug Efforts

The police chief says that police are compiling a list of officers suspected of being involved in drug rings, adding that concrete evidence is needed before they initiate prosecution.

Acting national police chief, Police General Priewphan Damapong called a meeting with the Metropolitan Police Division 3 and community leaders to work out solutions to the drug problems that are rampant in the area.

He noted that they will reference the model being used by the Rom Klao Police Station as a guide, which is proving to be quite effective.

Regarding reports that some police officers are themselves involved in the drug rings, Priewphan said his agency is compiling a list of the suspected officers, which he admits includes people from the rank of commissioned officer on down.

The interim police chief said criminal prosecution and disciplinary action will only be carried out if there is enough evidence.

As for the 18 special teams of police whose mission is to suppress drug smuggling in the North, Priewphan said he will follow up on the progress being made tomorrow.

He added that, for now, he is asking for weekly reports and has instructed the Deputy Police Chief, Police General Pansiri Praphawat to examine the laws concerning anti-money laundering to see if it allows for the confiscation of wrongdoers' assets.

Regarding the transfer of Deputy Police Chief, Police General Adul Saengsingkaew to the post of secretary-general at the Office of the Narcotics Control Board, he said Adul will work well in the new post given he has extensive experience in the matter.
