What documents do you need to apply for a single entry imm 0 visa in a surrounding country? How many can you get back 2 back? I cant get a multiple and i dont need one that long so curious about this single entry one.

You should have the marriage certificate/copy and spouse ID card and home register copy signed and dated. Fee and normal photos/passport copies.

Do they issue them if have all of those documents? or are there reports of people being refused just because the consulate feel like it. lol

No reports of not being issued - last items that could be asked but normally is not is a short note from spouse asking for the visa to be issued. But normally have spouse signature on copy of there documents (yes owner of original document signs) is all that is required.

Do they need to see a copy of my old visa when applying for a im 0? or is that tourist visas only?

They need your passport (which I would suspect contain your previous visas). There is no requirement to have a previous visa.

Its a new passport so i will just transfer the previous stamps over.
