A friend of mine wants to come to Thailand. He is a Sri Lanka national, but he has been living for 15 years in Italy where he has a regular job and permit of stay. I know that he can't receive the 30 days stamp at the airport. I would like to know if he can get a visa on arrival at the airport. If he can, what is the procedure? What does he need to show?

No he can not obtain VOA. He must have a visa prior to travel to Thailand. If he has residence in Italy he may be able to obtain the visa there.
