Health officials put on standby

Public Health Minister Witthaya Buranasiri has instructed health officials nationwide to be on standby around the clock to deal with the aftermath of Tropical Storm Haitang.

Mobile medical units and emergency medical officials were prepared to provide treatment to people who suffer injuries when Haitang passed through the North, East and South of Thailand yesterday and today.

Witthaya said people could call the 1669 24-hour hotline for help.

So far, 166 people have been killed by flooding nationwide, most of them drowned. Nearly 400,000 people are suffering from flood-related diseases, 75,626 of them in Nonthaburi, followed by 72,762 in Phichit, 54,929 cases in Phitsanulok, 30,490 in Nakhon Sawan and 22,039 in Angthong. Most are suffering from insect bites or athlete’s foot.

The Mental Health Department also reported that about 3,000 people were severely depressed, 384 suicidal and 1,475 under stress.

“All public health officials in affected provinces should set up warning signs in risky areas,” he said.

Witthaya added that the main hospital in Ayutthaya’s Ban Phraek district was under 60 centimetres of water and patients were being moved out in military trucks. However, the hospital is still providing around-the-clock emergency services.

Emergency medical services are also being provided at the Ban Phraek district office.

The minister has also ordered three hospitals near the Lop Buri River to prepare for floods.

Govt nod for two Bangkok rail lines

The Cabinet yesterday approved two commuter rail projects of the Mass Rapid Transit Authority of Thailand

The Sukhumvit Road extension will cost Bt17.838 billion and the other line Bt19.381 billion. Both projects are under the so-called Dark Green line and will be conducted using internal loans guaranteed by the Finance Ministry.

The Cabinet approval did not provide details whether the Mor Chit-Saphan Mai line would be on an elevated rail structure or through an underground tube, as it would stretch through Kasetsart intersection where there is already a flyover and a tunnel.

The Bangkok Metropolitan Administration had sought government approval to build this line through a BTS joint venture on an elevated rail structure but the Interior Ministry preferred it be laid through an underground tube.

The newly opened extension from Onnuj to Bearing was approved and is now operated by BTS.

A BTS section over Saphan Khwai area will require demolition of a flyover, when it is erected.

Foundation aids water supply to Koh Sarai

The Nation

Chaipattana Foundation is set to invest Bt70 million to provide water to an island off southern Thailand.

The money will be given to the local body on Koh Sarai in Satun’s Mueang district to pipe water from Koh Adang to Koh Lipe, as the latter lacks a tap water system and suffers from water shortage.

Officials from the Royal Irrigation Department will visit Koh Adang and Koh Lipe on Friday to survey the route for a 2.5km pipe. The survey and pipe system will be installed over the next three months, so Koh Lipe has tap water for the New Year, tambon chief Pol Snr Sgt-Major Adol Adam.

Koh Lipe covers about four square kilometres, and is home to 800 ethnic Urak Lawoi. It has 80 resorts and attracts about 800,000 tourists a year.

Satun Tourist Association president Samart Charoenrit thanked the foundation on behalf of the people of Satun for sparing tackle the island’s water shortage and recognising the importance of local tourism.

More Red-shirt Leaders to Turn Themselves In

A red-shirt core element says other red-shirt leaders wanted for terrorism charges will turn themselves in next month.

Pheu Thai party-list MPs and red-shirt core elements, namely Weng Tojirakarn, Wiphuthalaeng Patthanaphumthai, Yossawarit Choo-klom, Phumkiti Sukjinda and Nisit Sinthuprai, today reported to the Criminal Court.

They recently returned from Cambodia after a friendly football match between Pheu Thai and red-shirt leaders and Cambodian government officials.

They have been charged with terrorism for their involvement in last year's political riots.

Pheu Thai party-list MP and core red-shirt leader Weng said, in October, other key red-shirt members wanted for terrorism-related charges will gradually turn themselves in.

Red-shirt suspects who remain at large include Jarun Dittha-apichai and Daranee Kritbunyalai.

However, Weng said he could not comment on when red-shirt group's radical element Arisman Pongreongrong will report to investigators.

Arisman has allegedly fled to Cambodia after the bloodshed. Weng claimed he did not meet Arisman in Cambodia.

On another matter, Weng went on to say he met the mother of Weera Somkwamkid, one of the two Thai activists held in a Cambodian prison on espionage charges.

He said Cambodian authorities said Weera health has improved and assured Weera is being provided with food and medication.

Weng reiterated Prime Minister Yingluck Shinawatra is doing her best to free the two activists.

Meanwhile, the Criminal Court postponed the verification of evidence and list of witnesses for the lese majeste case against Yossawarit until October 31.

Yossawarit has been accused by the Office of the Attorney General's Criminal Litigation Department of making lese majeste comments during his rally speech on March 29 last year.

The prosecutors have presented the court with 14 witnesses while the accused has named 13 defense witnesses.

Yossawarit now works as a assistant to the secretary of the interior minister.

Anti-graft Panel to File Suit Against Former Foreign Minister

The anti-graft panel has forwarded its investigation report to the lawyers' council in order to file a lawsuit against a former foreign minister who allegedly endorsed the World Heritage listing of Preah Vihear Temple during the government of Thaksin Shinawatra, without the approval of Parliament.

The National Anti-corruption Commission or NACC forwarded investigation files to the Lawyers' Council of Thailand regarding a case in which former Foreign Minister Noppadon Pattama was accused of endorsing the listing of Preah Vihear Temple as a World Heritage site without Parliament's approval.

The council may file a lawsuit with the Supreme Court's Criminal Division for Holders of Political Positions within 14 days, according to the statute of limitations.

NACC Member Klanarong Chantik said his agency has sought assistance from the council because it was unable to reach an agreement with the Office of Attorney-General, which declined to file charges, citing inadequate evidence.

Meanwhile, there has been no reaction yet from the anti-graft panel after the Office of Attorney-General decided not to appeal the Appeal Court's ruling that overturned the Criminal Court's decision to dismiss the 546-million-baht tax evasion case in relation to the trading of stocks in Shinawatra Computer and Communication by Pojaman Na Pompetch, Banpot Damapong, and Kanjanapa Honghern.

However, Klanarong said the NAAC will pursue the matter or file for impeachment of the chief public prosecutor if it receives complaints.

Democrat Party Seeks Impeachment of Attorney-General

The Democrat Party's legal team is seeking the impeachment of the attorney-general after he refused to appeal the 546-million-baht tax evasion case against the former wife of fugitive former Prime Minister Thaksin Shinawatra.

Democrat Party leader Abhisit Vejjajiva said his party's legal team is gathering information to file for the impeachment of Attorney-General Julasing Wasantasing, who refused to appeal the 546-million-baht tax evasion case against Potjaman Na Pombejra former wife of fugitive former Prime Minister Thaksin Shinawatra.

He said the attorney-general should provide an explanation as to why he decided not to pursue the appeal, and to prove that there was no political interference.

Democrat Deputy Spokesperson Sakoltee Phattiyakul said the attorney-general's refusal to appeal may run afoul of the law, and his party fears political intervention in the judiciary system as occurred before the 2006 coup.

He added that the case is a landmark case, as the Appeal Court had a different decision from the lower court.

Sakoltee noted that the attorney-general should file an appeal in order to set a standard.

The lower court found Bannapot Damapong, Potjaman Na Pombejra, and Kanjanapa Honghern guilty of evading tax payments worth 546 million baht from the transfer of Shin Corporation shares.

The court gave a three-year jail sentence to both Bannapot and Potjaman, and a two-year sentence to Kanjanapa.

However, the Appeal Court overturned the lower court's decision, lifting the lawsuit against Potjaman and Kanjanapa and changing the jail-term for Bannapot from three to two years with a one-year suspension.

On Monday, the director-general of the Office of Attorney-General's Special Case Division announced that the attorney-general agreed to the Appeal Court's ruling and resolved not to pursue the appeal, which brought about widespread criticism.

Authorities Crack Down on Fake Vegetarian Food

Provincial authorities are taking action against fake vegetarian food producers, saying offenders must face legal charges.

Phuket Governor Tree Ackaradecha, along with provincial Public Health Office Director Sak Tanchaikul visited Chinese shrines in Bang Nam Nieo municipal to inspect vegetarian food safety, to certify that food reaches the ministry’s standards.

Authorities suggested that consumers purchase vegetarian food considering several factors, including food containers, food standard signs, and expiry dates.

Meanwhile, Sak said the Public Health Office has dispatched a team to food shops and shrines everyday to crack down on fake vegetarian food.

Earlier, some products were found to contain meat.

He added that the office will take a legal action against offenders.

In Maha Sarakham Province, the first day of the vegetarian festival was lively.

A large number of Thai-Chinese people visited the Maha Sarakham Foundation to pay homage to Chinese gods.

The foundation provided vegetarian food free of charge.

The most popular vegetarian food has been papaya salad.

As for Nakhon Ratchasima Province, an opening ceremony was held at Thao Suranaree Monument.

Devotees pray for Chinese gods at shrines for nine consecutive days of the festival.

Likewise, all shrines are offering free vegetarian food.

In addition, the ceremony to summon the Chinese God will be held this Friday.
