Flood report updated

As of Wednesday, some 26 provinces are inundated and six provinces in the South are at risk for landslide and flash flood due to heavy rainfall.

The 24/7 Emergency Operation Centre for Flood, Storm and Landslide issued its latest update on the water situation, saying 2.3 million people are being affected by the inundation. The casualties rose to 281 deaths since July.

Flooded provinces are Sukhothai, Pichit, Phitsanulok, Chai Nat, Nakhon Sawan, Uthai Thani, Sing Buri, Ang Thong, Ayutthaya, Lop Buri, Saraburi, Suphan Buri, Nakhon Pathom, Pathum Thani, Nonthaburi, Ubon Ratchathani, Khon Kaen, Si Sa Ket, Surin, Chachoengsao, Nakhon Nayok, Prachin Buri, Roi Et, Kamphaeng Phet, Tak and Ratchaburi.

Major dams with water retention capacity at critical level are Bhumibol (99 per cent), Sirikit (98 per cent), Kwai Noi (100 per cent) and Pasak (130 per cent).

About 223 roads are being submerged.

On Wednesday morning, Bang Pain district was completely submerged, resulting in the inundation of the whole of Ayutthaya province.

The home of Public Health Minister Wittaya Buranasiri, located near Hitech industrial park, was also flooded, district chief Natthee Bosuwan said.

Relief workers are presently focused on distributing supplies to flood victims. They would also assess the situation before deciding whether to evacuate those Bang Pain residents living outside the supplies network.

Flood victims have been advised to raise a flag in front of their home to alert officials should they require emergency services.

The economic cost of the severe flooding is expected to increase further, as parts of Bangkok may not now be spared from the fast-rising water levels.

The government may, therefore, need a supplementary midyear budget for economic rehabilitation, said Deputy Prime Minister Kittiratt Na-Ranong.

Nakhon Sawan governor Chairot Meedaeng on Wednesday's morning declared a state of emergency ordering immediate evacuation.

The water level rose additional 1.5 meters in the province.

Flood victims seeking shelter at the provincial administrative centre were ordered to move to the second floor to escape overflowing water.

Residents were advised to move their vehicles from flooded town areas to the Jiraprawat Army base.

The Dechatiwong Bridge, on the Asian Highway linking the province, was sealed off from traffic for fear of safety. It is feared that the strong water flow in the Chao Phraya River may have undermined the bridge’s foundations.

Sawan Pracharak Hospital had to shut down the power at one of its buildings. Patients were moved to higher floors.

Pasit not to be tried for leaking court clips: police

The Crime Suppression Division has submitted its investigative report on the five Constitution Court clips for prosecution review, recommending to drop the case involving a key suspect Pasit Sakdanarong who is adviser to the Public Health minister.

CSD deputy commander Colonel Naiyawat Padermchit cited a lack of evidence to link Pasit to the posting of the clips in cyberspace as reason against prosecution.

The case came to light in 2010 ahead of the high court's verdict on financial violations involving the Democrat Party. Although the Democrats won an acquittal, their party could face disbandment if found guilty.

The five clips were posted on Youtube, depicting what many saw as an attempt to sway the high court to rule for party dissolution.

The gist of clips were edited to show judges discussing the case in private chamber.

Police subsequently named Pasit, who was then private secretary to the high court president, and court official Chutima "Pimpij" Samsinrangsri as suspects conspiring to record and circulate the clips in cyberspace.
