1. Does it mean a non-existant job that is salaried? If so, is the salary the same?

2. Is it a low ranking job with little or no responsibilities?

Salary is the same, but salary is meaningless at these levels. Sometimes as low as 20,000 baht.

There are no opportunities for corruption in an inactive post, so their total package is slashed to the point of poverty. It is not a fun situation to a high flying official with a 60 million baht mortgage and 5 cars.
