Non Imm O To Visit Friends

With Perth gone, is there anywhere still issuing Non Imm O for visiting friends?

Got a friend who want to go to Thailand for about 4 months. I thought of a Double entry tourist visa issued from his local Brisbane Consolute in Australia.

Any easy way to get a visa that he can get a local Thai motorbike License? He doesn't have a Aussie one. I want it all to be legal.

No Consulate will issue on that basis anymore.

If he has no license from AUS he would have to do the test here in Thailand like everyone else.

Some places do accept Tourist visas, but not many, maybe the more touristic places, like Phuket or Pattaya would be his best choice.

OK, Has anyone had any luck at Pattaya to get a driving license while on a tourist visa?
