20 Bln Baht Withdrawn from Banks Daily over Flood Fears

The Bank of Thailand revealed that last week, the average amount of cash withdrawal was measured at 20 billion baht per day, a six-fold increase from the usual amount.

Managing Director of the Bank of Thailand or BOT, Nopporn Pramojanee said cash withdrawals by commercial banks have shot up to 20 billion baht per day during past week, 6 or 7 times the normal average.

He said that normally, cash withdrawals stand at around 2-3 billion baht.

He stated the circulation of notes in the system increased by 7 percent in October, compared to last year's figure.

As a result, the volume of circulating notes in the system has risen by 17 percent, or 1.22 trillion baht, from one trillion baht last year.

He expects the amount of cash withdrawals may continue to rise by the end of the year due to the ongoing flooding, coincidental with the high season for travel late in the year.

Bangkae Residents Ordered to Evacuate

Bangkok Governor MR Sukhumbhand Paribatara has ordered the evacuation of the whole of Bangkae District and Klongkwan Subdistrict in Pasicharoen District. He has also placed Jatujak District on the flood watch list.

This increases the number of Bangkok districts ordered to evacuate to 8. They include Don Muang, Bangplad, Saimai, Taweewattana, Laksi, Talingchan, Bangkhen and Bangkae.

Floods in Thailand - latest advice

The Foreign Office advises against all but essential travel to the 26 provinces in Thailand (including Bangkok) identified by the Thai authorities as affected by flooding.

This reflects the large volume of flood water that needs to pass through Bangkok to the Gulf of Thailand. The flooding is likely to disrupt transport, may affect some tourist areas (including the Grand Palace and Khao San Road), and may disrupt electricity and water supplies, though the authorities have said they will do all they can to maintain these.

We are advising British nationals already in Thailand to exercise caution and follow the advice of the local authorities if the area that they are in is flooded. The Foreign Office will keep its travel advice under constant review.

Travel through Suvarnabhumi International airport and on to other destinations in Thailand including Chiang Mai, Pattaya, Phuket, and Koh Samui, is operating as normal. The advice against all but essential travel to the city of Bangkok does not include transit through Suvarnabhumi airport.

The British Embassy in Bangkok is open, but due to the current flood crisis in Bangkok it is able to offer only a limited service. If you wish to visit the Embassy please call before visiting on +66 (0) 2 305 8333 to check on the operation of services.

Air Force Requires Related Units Help Recover Don Muang Airport

The Air Force requires cooperation from related units to recover Don Muang airport, which is now flooded with 1.8 meters of water.

Air Force Chief General Itthaporn Supawong, along with other high-ranking military officers, brought the media team to investigate flooded areas in the airport.

The fleet-airport is submerged under 1.3 meters of floodwater.

Seven or eight docked airplanes and more than 100 parked cars have been left at the fleet-airport.

Spokesman of the Air Force, Air Marshall Monthon Satchukorn, disclosed that the entire area of the airport has completely flooded, including government offices and the temporary shelter of the military force.

The floodwater-level is highest at the southern part of the airport, at 1.8 meters.

The northern part of the airport is under 80 centimeters of floodwater.

The areas currently cannot be recovered, as the floodwater is too high, and the water cannot be drained from the area when it is at this level.

Monthon requested cooperation from related units such as the Airport of Thailand or AOT, which owns 90 percent of the Don Muang Airport area, the Bangkok Metropolitan Administration, and the Royal Irrigation Department, as well as manpower, equipment, and planning to help recover the airport.

Central Bank: Further Flood Relief Measures Unnecessary

The Bank of Thailand insisted there is no need for additional financial assistance to be issued for individuals and businesses hit by massive flooding, as existing measures are still adequate.

Bank of Thailand Governor Prasarn Trairatworakul said there is currently no need for further flood relief measures beyond those being implemented by commercial banks and other financial institutions.

He believes the measures to loosen loan repayment conditions as announced by commercial banks such as debt deferment and restructuring are sufficient.

Prasarn also affirmed that there is still enough money in circulation and agreed to the Thai Bankers Association's plan to cut or waive charges for ATM transactions.

He said the reduction or exemption of ATM fees will make it convenient for flood victims to withdraw money when they are away from their areas to escape the flooding.

The governor said the central bank will not make any further assessments on flood impacts and economic damages until the floodwater recedes.

However, he admitted that the floods have hindered economic activities.

The central bank will consider the impact of the flood on production, but will not factor in damage to costly assets whose values are difficult to be appraised.

The Monetary Policy Committee will continue to monitor the situation and reassess the impact at its next meeting scheduled for November 30.
