Bangkok Residents Voice Concern over Tap Water Quality

Bangkok residents are raising concerns over tap water quality, saying that they have noticed a change in color as well as an unpleasant odor.

According to the latest survey, many Bangkok residents are now seeing discolored and foul-smelling tap water.

The owner of a grocery shop that is located in the Prapa District, Jintanee Panyayong, revealed that the tap water reeks of chlorine, so she has had to boil it before drinking.

However, she has yet to see the yellowish color.

She did voice concerns about a water shortage, so she is storing tap water in case that production is suspended.

As for a noodle vendor in Sam Sen Nai District, Aonanong Charoensong, said that the tap water has changed color and has become turbid after he left it out for a night.

She added that she did use tap water for cooking previously.

However, given that the tap water is discolored and has started emitting an unpleasant odor, she may close her shop stall for a while.

Meanwhile, the Metropolitan Waterworks Authority, or MWA, is expediting water production to ensure safety.

The quality of the water has gradually improved as the oxygen level of raw water has risen from one to two milligrams a liter.

It pointed out that oxygen, potassium permanganate, and activated carbon are required for tap water production, saying that these elements help minimize the displeasing color and odor.

In addition, the MWA has increased the amount of chlorine in the water to sanitize it at four main distribution centers.

Therefore, people may be experiencing a strong chlorine smell.

They are suggesting that water customer let the water sit in an uncovered storage pail before using it.

Virabongsa to head flood recovery efforts

The Cabinet on Tuesday named Virabongsa Ramangkura as chairman of the newly-formed Recovery Strategy Committee to take charge of rebuilding in the wake of flood crisis.

Virabongsa is a respected economist and a former finance minister.

The government also appointed Tongthong Chandransu as the permanent secretary for the PM's Office.

Tongthong, presently secretary general of the National Education Council, will replace Chaturong Panyadilok, who is to become a senior adviser in the PM's Secretariat.

The appointments will take effect pending the issuing of royal commands for respective positions.

Flood death toll rises to 527, 2 still missing

November 8,

Flood-related death toll has risen to 527 and two other people were still listed as missing, the Disaster Prevention and Mitigation Department announced Tuesday.

The department said as of Tuesday, 24 provinces were still flooded, affecting 1.07 million families.

Summary of PM's Press Briefing on Rebuilding and Rehabilitation Efforts for Post-flood Period

The premier mapped out plans for rebuilding and rehabilitation efforts for Thailand during the post-flood period. The efforts are divided into 3 different phases; Rescue, Restore and Rebuild.

The prime minister reiterated that the authorities are trying their best to drain the water in the most efficient manner and using the shortest time possible. Prime Minister Yingluck Shinawatra unveiled the three different phases on how help would be delivered to various parties, including the industrial sector, that have been affected by the flooding.

The three phases are; Rescue, Restore and Rebuild. The Flood Relief Operations Center (FROC), headed by Justice Minister Pracha Promnok, is mainly responsible for the first phase of the flood management framework outlined by the premier. During the 'Rescue' phase, efforts will be dedicated to providing immediate help to members of the public and the industrial sector who have been affected by the floods.

Once the flood water recedes, efforts would be dedicated to the 'Restore' phase, whereby financial assistance would be given to members of the public and businesses. Efforts will be made to restore roads and various basic infrastructure that have been destroyed.

The third phase is 'Rebuild'. The government has established two ad-hoc bodies called the Strategic Formulation Committee for Reconstruction and Future Development (SCRF) and the Strategic Formulation Committee for Water Resources Management (SCWRM). The two committees will be responsible for mapping out long term measures to ensure that Thailand is equipped to deal with a similar crisis in the future and the Thai economy is given the help it needs to recover from the flood-related damage. This includes psychological assistance to help Thais recover from one of the worst natural disasters that has hit the country in decades. Financial and legal assistance will be offered to members of the public and businesses.

Former Finance Minister Veerapong Ramangkura will chair the SCRF with Deputy Prime Minister Yongyuth Wichaidit and Deputy PM and Commerce Minister Kittirat Na Ranong, as deputy chairmen. Veerapong said one of the things he hopes to achieve is to convince international insurance companies to offer policies that cover flood damages to Thai businesses.

When asked by a reporter from Asahi Shinbun on how Thailand plans to help regain confidence from international and Japanese investors, Veerapong said he will soon travel to Tokyo to meet with various parties to ask what Thailand can do to help Japanese businesses get back on their feet in Thailand.

Prime Minister Yingluck Shinawatra also added the SCWRM will also be working closely with experts from Japan to help Thailand develop its water management capabilities.

The prime minister was also asked by another member of the foreign press on how the government would help farmers after the floods have receded. She responded by saying the government would provide farmers with financial compensation for damaged farmland and new seeds to start new crops. On top of that, the government will offer financial help to farmhands, labourers, SMEs and salary earners to cope with the damage to their homes. The premier added details of the assistance measures will be released next week.
