Chalerm: No sacking of governor

Deputy Prime Minister Chalerm Yoobamrung yesterday denied calling for the sacking of Bangkok Governor Sukhumbhand Paribatra over his mishandling of flood management, saying he was just citing a legal point.

"It's not easy dismissing an elected governor. There will be no dismissal of him. He's working hard and I'm no interior minister capable of doing that," he said.

Chalerm said he was drawing on his experience in drafting the 1985 law establishing the Bangkok Metropolitan Administration (BMA) when he told the party meeting that the Interior Ministry, which supervises the BMA, could fire a Bangkok governor.

He said only gross misconduct or severe offences could throw a Bangkok governor out of a job, and he was neither in the position nor had the authority to evaluate Sukhumbhand's or any other Bangkok governor's performance.

"Let's now say that let's not dismiss him," he added.

Sukhumbhand said he felt no agony over Chalerm's statement and could only sit back and smile in response.

"I've known him all along. He would have let me know about my dismissal had he wanted to seek it," he said.

He also refused to comment on whether the BMA had been overlooked when a second committee was appointed by the government to oversee flood prevention without any BMA officials or representatives on it. "Everything depends on the prime minister," he added.

Buses to North, Northeast continue

The Nation

Despite flooding, Transport Co has continued providing bus services to the North and the Northeast from Bangkok's Mor Chit 2 bus terminal.

Motorists heading for the bus terminal have been advised to use the Rama 6 Road to Kamphaeng Phet 2 Road or use the expressway to Kamphaeng Phet 2 Gate, or use Rama 7 and Ratchawipa Road before doing a U-turn at the kilometre-11 marker to reach Kamphaeng Phet 2 Road. The bus services will be available until flooding makes it impossible. Transport Co has already set up two back-up stations at Pathum Thani's Pratunam-Phra In for buses heading North and Suvarnabhumi Airport for those heading to the Northeast until November 20.

More than 9 roads closed due to flooding

The Metropolitan Police Command's Traffic Control Centre announced yesterday that the Kamnan Maen Road in western Bangkok and nine other roads in the north of the capital would be closed to traffic due to excessive flooding.

The closed roads are: Phaholyothin leading to the Kamphaeng Phet intersection; Vibhavadi-Rangsit to Chai DTAC Building; Ratchadapisek from Ratchawipa elevated road to the Sutthisarn intersection; Lat Phrao leading to Soi Lat Phrao 48; Navamin until Soi Navamin 147; Ram-Indra from Bang Khen roundabout to the Ram Indra-Artnarong Road; Prasert Manoonkit (Kaset-Navamin) Road to Lat Pla Khao; Chaeng Wattana Road from Bang Khen roundabout to Khlong Prapa intersection; and Ngarmwongwan Road from Phong Petch intersection to Kaset intersection.

Police have also advised motorists to avoid the Bang Bon Road 4 section that meets another road along the Phasi Chareon Canal and Therdthai Road.

Migrant workers seek refuge in Samut Sakhon temple

The Nation

Many of the 10,000 migrant workers who have lost their jobs due to flooding have sought temporary shelter at Wat Klong Madeu in Samut Sakhon's Krathum Baen district.

Meanwhile, Samut Sakhon employment officer Decha Preukwattanarak said yesterday that he had contacted Burmese Ambassador Mong Tun to help guarantee and certify documents for workers who wished to return home.

Other migrant workers have also been sending donations to help out those who are stranded, while the Sriwichai 3 Hospital has sent medical personnel to treat and check-up on the workers.

Yingluck accepts donations

Prime Minister Yingluck Shinawatra yesterday received funds and aid items from China, South Korea, Hungary as well as other public and private organisations at the Energy Ministry in Bangkok.

Chinese Ambassador Guan Mu presented 685 boats, 500 three-inch water pumps, 70 four-inch pumps, and 20 eight-inch pumps, while South Korean Ambassador Lim Jae-hong presented three water filters, 100 boxes of drinking water, 200 tents and 10,000 cans of food. Hungarian Ambassador Denes Tomaj presented a set of medical tools, while Yanmar S P and Yanmar Co presented 35 diesel engines to connect to water pumps and Bt1 million in cash. The Thai-Chinese Business Association donated Bt5 million, while the Thai community living in Illinois sent Bt102,000. Yingluck later met with evacuees at the Hua Mark Stadium who presented her with T-shirts and paintings to be sold under the "More Help More Hope" project.

Flood-crisis network to rely on public reports

The ICT Ministry has linked up with Chulalongkorn University to launch the "Thai Crisis Planner & Reporter" system, aimed at encouraging people to supply real-time flood information from their areas.

The concept is to integrate the flood-report system of the Information and Communications Technology Ministry - at www.floodthailand.net - and the geographic-information system developed by Chulalongkorn University to provide real-time situation reports and allow people to report flood information from their locations into the system.

This integration of the ICT Ministry's and Chulalongkorn University's flood-report systems is aimed at providing real-time flood information, developed by people, for the people. It works as a crowdsourcing model.

ICT Minister Anudit Nakornthap said www.floodthailand.net would link up the Thai Crisis Planner & Reporter system from today. People can also access shared flood information at www.floodthailand.net and at Thaicrisis.Chula.ac.th.

"The joining of hands and the integration of the systems will help people to keep in touch with real-time flood information from any area," Anudit said. "It offers both official information from the authorities and non-official news developed by people from around Bangkok who are now in the location of floods."

Sanphet Chunithipaisan, an assistant professor at Chulalongkorn University's faculty of engineering who developed this system, said people who access it would be allowed to post info such as flood levels and water flow trends. The system also allows people to post photos of the flood situation.

"People can access the system via the website through a browser via personal computer or mobile phone, and can also access via an application called 'Flood Rest'," Sanphet said.

The system has two subsystems - Crisis Reporter and Crisis Planner. Crisis Reporter provides flood information while Crisis Planner allows people to check the water level in their location.

"Initially, we do not have the admin to monitor and to approve information posted by people. It is based on their honour to put out real flood information. But we also have a 'vote' system; information with a lot of 'no' votes will be considered as not qualified and will be deleted," Sanphet said.

"We want the system to be based on crowdsourcing and social checking. Its beauty is to have a wide range of information from people. Authorities alone cannot cover the wide range of flood information in detail."

Institute can only tend to 10 cases per day

The Emergency Medical Institute of Thailand can only attend to 10 cases per day due to the limited number of boats and severe flooding blocking them from accessing people's homes.

Pawin Naramethakul, an expert from the institute, is urging people, especially children under the age of six, those over 70, pregnant women and the seriously ill to evacuate from flooded areas because they would be difficult to reach in the case of emergency. He said the institute's 1669 hotline receives many calls for help, but they are only able to attend to 10 cases per day.

Tap water still safe, says Yingluck

The Metropolitan Waterworks Authority (MWA) yesterday opened its Bang Khen plant for inspections by various agencies so as to assure the public that tap water in the flood-hit capital is still safe for consumption.

"The water production is in line with the World Health Organisation standard," WHO representative David Sutherland said after the inspections.

Prime Minister Yingluck Shinawatra, Deputy Prime Minister and Interior Minister Yongyuth Wichaidit, Commerce Minister Kittiratt Na-Ranong, Japanese Ambassador to Thailand Seiji Kojima, Japanese media, and representatives from Mahidol University's faculty of public health, the Federation of Thai Industries, the Public Health Ministry, and the National Research Council also took part in the inspections.

"I have come here in person because I want assurances for the public that tap water is still safe," Yingluck said.

MWA governor Jarern Passara said his agency had solved quality problems, and the tap water was now safe to drink.

Yingluck said: "But if you have time, boil or filter before drinking it because that will improve its colour and smell."

With flooding worsening in the capital during the past few weeks, angry flood victims have destroyed barriers along the Waterworks (Prapa) Canal, in the hope of using the canal to direct flood water out of their areas.

Their actions affected tap-water production, as the raw water for production dropped in quality.

Dr Pittaya Charupoolphol, dean of Mahidol University's faculty of public health, said the raw water was contaminated with a huge volume of dust particles and stuff that might cause diarrhoea.

"More chlorine, potassium permanganate and oxygen have been added and more filters are being used for tap-water production. These measures help improve the quality of raw water," he said.

A representative from the National Research Council said the problems were now solved. However, he warned people to check their underground tanks if their areas are flooded.

"Tap water from MWA facilities are safe but you must check the tanks at your places too," he said.

Stipend for workers of flood-hit companies

Employees whose workplaces have been closed due to the flooding can apply for a special government stipend of Bt2,000 a month for three months.

Somkiat Chayasriwong, permanent secretary of the Labour Ministry, said yesterday that the Cabinet on Tuesday approved Bt600 million to help flood-stricken employers pay reduced salaries to workers who are members of the Social Security Fund. The affected employees number about 100,000.

To be eligible, applicants must have worked for a minimum period of time at a workplace that is on an official list of those in flooded areas that have been closed for at least a month.

Employees found cheating will be required to pay back all the money and answer fraud or document-forgery charges.

Their employers must also sign a pledge to avoid laying them off within the three-month period and to continue paying them a minimum of 75 per cent of their salary.

The ministry could begin payments by the end of this month, but only by cheque so a record can be kept.

The ministry also has two short-term employment schemes to help some 15,000 workers. One is a 20-day contract paying a daily wage of Bt150, and the other is a 10-day on-the-job training course paying a daily allowance of Bt120.
