If your company is a Thai registered company and these engineers are coming in to setup equipment that you have purchased and their services are part of your purchase agreement, I think that they can get visas and work permits under your company's umbrella since theire services are part of you purchase agreement. If the Thai entity they will be working for is unable or unwilling to do it, you would need to approach one of the Thai employment agencies who can arrange the WP's for you, for a fee of course...
