Sunai to file charge with world court against Democrat govt next month

Pheu Thai Party MP Sunai Jullapongsathorn said Monday that he will file charge with the International Court of Justice next month against the previous government over the killings of 91 people.

PM considers more sandbag removals in northern Bangkok

BANGKOK, Nov 28 – More parts of the so-called big bag barriers will be dismantled if water drainage can go smoothly as planned, Prime Minister Yingluck Shinawatra said Monday.

Ms Yingluck said she ordered a team to study the possibility to do that. The meeting with governors of seven provinces including Bangkok and surrounding provinces was the first step to adjust water drainage system and sluice gate management.

Speedy draining of water and installing more water pumps will help residents living downstream, she said.

When everything is going as planned, it will be considered where the barriers should be dismantled, the premier said, adding that she did not want to see residents remove more sandbags.

The oversize sandbags and garbage will be cleared from flood-hit areas. A cleaning and mosquito elimination campaign, waste water treatment and garbage collection will take place December 1-5, the prime minister said.

As Bangkok is densely populated, so there may be some shortcomings and local authorities may unable to reach some areas. She apologised for that and asked people to inform officials, so the government can immediately resolve the flaws.

The big bag barriers were installed in northern Bangkok to slow floodwater flowing from the North into the capital. Residents above the barrier complained that it caused the floodwaters in their neighbourhood to stabilize and not recede naturally.

Regarding a dispute about raising the Phraya Suren sluice gate, the prime minister said the Flood Relief Operations Centre (FROC) and the Bangkok Metropolitan Administration (BMA) will discuss and resolve issue.

About 40 residents from Pathum Thani’s Lam Luk Ka gathered at the Phraya Suren sluice gate Sunday night, demanding it be raised to 1.50 metres after the BMA earlier rejected the move for fear that Bangkok’s flooded Sai Mai district and Ramindra area will be impacted by more after if the sluice gate is elevated higher.

Regarding the big bag dispute, the Industrial Works Department reported on Monday the rehabilitation plan of the Bang Kadi Industrial Park has not been affected by dismantling of the big bag barrier on Tiwanon Road in front of the Phathum Thani Place Hotel as the area where about 100 Pathum Thani residents removed the barrier is not connected to the industrial park.

Bang Kadi Industrial Park started pumping out floodwater on Nov 25 and the water level in the industrial park currently remains at 1.6-1.7 metres. After flood recedes to a certain level, it will start restoring plants on Friday and Saturday.

Some 44 plants which were able to save their machinery are expected to partly resume output in mid-December. The Bang Kadi industrial Park employs 30,000 workers with investment worth 22 billion baht. (MCOT online news)

Restoring Saha Rattana Nakorn estate a litmus test

How quickly the Saha Rattana Nakorn Industrial Estate in Ayutthaya gets back on its feet will not only influence the confidence of investors, but will also prove whether this government has the ability to run the country.

The 1,441rai Saha Rattana Nakorn was submerged on October 4 before floods hit the other six estates in the province. On October 7, the estate was under more than 3 metres of water and though the levels started dropping by 57 centimetres a day from October 21, the complex is still under more than a metre of water.

The Saha Rattana Nakorn complex itself has some 2.5 million cubic metres of water, while the 300,000rai area surrounding it is under 71.5 million cubic metres. Authorities have to wait for the water outside to recede before the estate can be drained.

Nattapon Nattasomboon, deputy permanent secretary for the Industry Ministry, said the government had ordered that barriers be built in two spots to the north of the estate, where water is still rushing in, and the flood defences should be completed on December 6.

The government is also reinforcing and repairing damaged flood barriers in the low-lying area of the estate, a task that should be completed by December 9. In addition, more water pumps are being installed in the complex to ensure that it is drained by December 15 so businesses can start their restoring operations, he said.

Nattapon added that the government would also provide soft loans worth Bt15 billion for all the industrial estates to build permanent dykes as a long-term solution.

Some operators in the Saha Rattana Nakorn estate have complained that the government moved far too slowly and many are even threatening to relocate to other complexes that do not have a flooding problem.

Anchalee Chavanit, president of the Thai Industrial Estate Operators' Association, said the government had tried to help the estate since day one, but now it had to wait until the area was completely dry.

Some companies in the estate, such as auto-parts manufacturer Thai Marujun, are already sending their damaged machinery off for repair so they can quickly resume operations once the waters have subsided.

Payungsak Chartsuthipol, chairman of the Federation of Thai Industries, said the industrial sector had sustained damages worth about Bt300 billion and would possibly suffer losses until the first quarter of next year. Most of the affected firms are in auto, auto-parts and electronics sectors and many of them are Japanese.

He said the government had to provide answers, tell the affected operators about the measures it was going to adopt to help them and explain if this kind of flooding would take place again. If the government fails to provide satisfactory answers, it would be difficult to stop the investors from relocating to other countries.

Thailand, Cambodia to discuss troop redeployment next month

BANGKOK, Nov 28 - A Thai-Cambodian General Border Committee (GBC) meeting is scheduled in Cambodia next month when the military of the two countries will discuss the redeployment of soldiers stationed at the border, according to Thai Defence Minister Gen Yutthasak Sasiprapa.

Gen Yutthasak said the upcoming GBC meeting will be held in Cambodia and now the Thai authorities are awaiting from Cambodia to confirm details of the gathering.

He said the content Thailand would bring up at the meeting has been approved by Parliament as required by the Constitution.

Redeployment of troops will be discussed at the meeting, he said, adding that the gathering would be held in a positive atmosphere.

The International Court of Justice (ICJ) on July 18 ordered Thailand and Cambodia to withdraw their troops from the newly defined demilitarised zone in a disputed portion of their border around the historic Preah Vihear temple while urging both countries to work with the Association of Southeast Asian Nations (ASEAN) to agree to allow the regional bloc's

observers to enter the disputed zone.

Thailand and Cambodia earlier agreed to follow the ICJ's order and use the GBC to consider details in implementing the court's order.

At the GBC meeting, it is expected that both sides will specify the forces to replace soldiers at Preah Vihear in accordance with the court order. (MCOT online news)

Jatuporn to file lawsuit against 154 Democrat MPs

Pheu Thai MP and red shirt leader Jatuporn Promphan Monday said he would take legal action against the 154 Democrat MPs who supported the recent censure motion against Justice Minister Pracha Promnok that also accused Jatuporn of involvement in irregularities.

Jatuporn said that later this week he would file his complaint with the Crime Suppression Division against the Democrat MPs including party and opposition leader Abhisit Vejjajiva for allegedly filing false information and defamation. He would also file a civil case but that he had not made up his mind about the amount of damages he would request.

The outspoken politician said that the Democrat MPs unfairly accused him during Sunday's censure debate.

"The Democrats were not well prepared for the censure debate. They made false allegations against me. I am not a Cabinet member but I was accused of corruption and embezzlement," Jatuporn said.

BMA Regains Control of Floodgate

The Bangkok Metropolitan Administration has managed to reduce the opening of a sluice gate to one meter in Sai Mai District after the gate was raised by a group of flood-weary residents.

Bangkok Governor Sukhumbhand Paribatra today inspected Phrayasuren Canal in Sai Mai District after a group of people from a nearby flood-hit community gathered to raise the sluice gate by 1.5 meters, claiming they had received permission from the Flood Relief Operations Center, or FROC

After opening the Phrayasuren floodgate to 1.50 meters for six hours, the water level rose by another three centimeters.

If the sluice gate would have been kept opened, at the same level, over 4,500 households in Bang Khen and Sai Mai Districts would be affected by rising water.

The Bangkok Metropolitan Administration, or BMA, therefore, ordered the gate be lowered back to its previous height of one meter.

The Bangkok governor said some FROC officials were spotted at the gathering of people raising the gate.

As a result, the BMA will file a letter with FROC to demand clarification regarding FROC staff being present at the protest.

Meanwhile, the BMA has ordered that the sluice gate at Canal 2 be opened from 1.2 meters to 1.5 meters and that Saensaeb-Minburi Canal floodgate be raised to 1.3 meters from one meter in a bid to speed up the drainage from the northern part of Bangkok, which is still reeling under floods.

The BMA's flood report today suggested that floods remain on the Thonburi side.

Over the past 24 hours, the water levels in the area's major canals have not been worrying.

The level of Soi ซอย Canal has gone up one centimeter, though the Pho Canal remains stable. Others are already down by one or two centimeters.

On the Phra Nakhon side, the report stated the level of Saensaeb Canal's section in Bang Chan District has gone down two or three centimeters and at the Premprachakorn Canal, water is lower by two to five centimeters.

The levels in canals in Don Muang and areas nearby remain high.

The water level in the Bang Khen Canal has gone down by two to five centimeters and in the Bang Sue Canal, the water level has fallen between one and five centimeters.

The level of flooding near Don Muang has gone down by six centimeters, and at the lower line of the Hok Wa Canal, the water has fallen two centimeters.

At Thonburi's Mahasawat Canal, the water level measured at the Thawee Wattana Canal sluice gate was down three centimeters.

At the same time, Prime Minister Yingluck Shinawatra said the government will discuss the possibility of removing the entire stretch of the Big Bag barrier and opening all sluice gates to accelerate the drainage efforts in the areas still under deep floodwater.

Yingluck said that cleanup efforts in Bangkok should be completed before His Majesty the King's birthday on December 5.

Thai police to question ex-PM over protest deaths

BANGKOK, November 28, 2011 (AFP) - Thai police said Monday they had summoned former prime minister Abhisit Vejjajiva and his deputy in connection with deaths during a crackdown on opposition protests in Bangkok last year.
