A guy who had just started at our school went to Sawannnakhet to get his Non-B visa. I thought a letter of employment, contract, location of school and his weekly schedule would be enough.

But now it turned out that they want to see a document issued by the educational office in our province. Fact is that another colleague hasn't had this document around three months ago and he's got his visa.

Any idea about new regulations?

No new regulation. The website of the Ministry of Foreign Affairs seems to be down at the moment but I remember that at the end of the list of requirements for the non-B visa it says something to the effect that a consulate may ask for additional documents if they wish to do so. For this reason, it happens quite often that one visa applicant is asked for different or more documents than another applicant at the same consulate, even by the same consular official.
