New scheme will list what people should achieve at what stage in life

The government is drawing up a lifecycle plan for people so they can identify what they need to accomplish at each stage in their life.

This is in response to Prime Minister Yingluck Shinawatra's policy to help direct the new generation toward a brighter future.

"With the lifecycle plan, everybody will know what they need to do in all aspects of their life, be it in terms of education or health," Chaiyapreuk Sereerak, secretary-general of the Vocational Education Commission, said yesterday.

Education Ministry permanent secretary Sasitara Pichaichannarong said the lifecycle plan would list the age at which people should get vaccinations and the stage at which they need to report for military conscription.

"On education, the lifecycle plan will specify the skills that children should have at a particular age and at which age they should complete their primary education," she pointed out.

She explained that relevant ministries, including the Public Health Ministry, would come up with a list of must-do things for people and put them together for a proper lifecycle plan.

Anek Permvongseni, secretary-general for the Office of Educational Council, said Yingluck had issued many important education policies for relevant authorities to take action on.

"The most pressing one is related to preparations for the Asean Economic Community [AEC], which will be implemented in 2015," he said.

Sasitara said Yingluck had instructed the Education Ministry to analyse results of various studies related to educational management.

"The focus will be on improving the curriculum as well as making the teaching and learning process better," Sasitara said, adding that the premier wanted to ensure that the educational sector responded well to the needs of the labour market.

Sasitara said the Education Ministry would work closely with the private sector for the purpose of moving the country's educational services in the same direction.

"We will also have to tackle the problem of dropouts," she said.

According to Anek, about 2 million children aged between five and 21 are not in school or university as of now.

"This number is equivalent to one eighth of children in this age group," Anek said.

Sasitara said Yingluck expects the Education Ministry to respond to her policies within a month.

Shakespeare's already done it:

At first the infant,

Mewling and puking in the nurse's arms.

Then, the whining schoolboy with his satchel

And shining morning face, creeping like snail

Unwillingly to school. And then the lover,

Sighing like furnace, with a woeful ballad

Made to his mistress' eyebrow. Then a soldier,

Full of strange oaths, and bearded like the pard,

Jealous in honour, sudden, and quick in quarrel,

Seeking the bubble reputation

Even in the cannon's mouth. And then the justice

In fair round belly, with good capon lin'd,

With eyes severe, and beard of formal cut,

Full of wise saws, and modern instances,

And so he plays his part. The sixth age shifts

Into the lean and slipper'd pantaloon,

With spectacles on nose, and pouch on side,

His youthful hose well sav'd, a world too wide,

For his shrunk shank, and his big manly voice,

Turning again towards childish treble, pipes

And whistles in his sound. Last scene of all,

That ends this strange eventful history,

Is second childishness and mere oblivion,

Sans teeth, sans eyes, sans taste, sans everything.

More and more and more and more BS ...

What does this article says ? That the relevant administration will publish a calendar for vaccination, and for the majors civic duties like reporting for conscription.

On the education side, the plan will state what are the goal of the eduction system, like at what age a kid should be able to read, write and what kind of basic knowledge should he/she has a some specific age.

Nothing revolutionary, it's something that already exist in all develloped countries.

But you add a misleading tittle, Nation style, and a bunch of posters who can't understand what they read and are only interested in starting a new pissing contest ...

If ThaiVisa want to lose its reputation as the sexpats forum, much more improvements are needed than just in the cosmetic of the forum.

I guess some of us do not appreciate the idea of having our lives mapped out and packaged for the future economic needs of ASEAN. Some people might find this need compelling and others might have different priorities.

The term "gross national happiness" was coined in 1972 by Bhutan's then King Jigme Singye Wangchuck. He used the phrase to signal his commitment to building an economy that would serve Bhutan's unique culture based on Buddhist spiritual values.

A second-generation GNH concept, treating happiness as a socioeconomic development metric, was proposed in 2006 by Med Jones, the President of International Institute of Management. The metric measures socioeconomic development by tracking seven development areas including the nation's mental and emotional health. GNH value is proposed to be an index function of the total average per capita of the following measures:

  • Economic Wellness: Indicated via direct survey and statistical measurement of economic metrics such as consumer debt, average income to consumer price index ratio and income distribution
  • Environmental Wellness: Indicated via direct survey and statistical measurement of environmental metrics such as pollution, noise and traffic
  • Physical Wellness: Indicated via statistical measurement of physical health metrics such as severe illnesses
  • Mental Wellness: Indicated via direct survey and statistical measurement of mental health metrics such as usage of antidepressants and rise or decline of psychotherapy patients
  • Workplace Wellness: Indicated via direct survey and statistical measurement of labor metrics such as jobless claims, job change, workplace complaints and lawsuits
  • Social Wellness: Indicated via direct survey and statistical measurement of social metrics such as discrimination, safety, divorce rates, complaints of domestic conflicts and family lawsuits, public lawsuits, crime rates
  • Political Wellness: Indicated via direct survey and statistical measurement of political metrics such as the quality of local democracy, individual freedom, and foreign conflicts.

Some of us would like to see more commitment to Gross National Happiness than a society based solely on what can only be unsustainable development and economic growth.

O.P.

"According to Anek, about 2 million children aged between five and 21 are not in school or university as of now."

What?

How could there not be 100% compliance of children showing up for the indoctrination and regimentation course in the Thai Public Schools. Woes be, that they might be independent minds, or simply helping their family put food on the table because there is no choice.

Yes they need to be SEEN to have accomplished this and such by a certain age... on their records. Never mind that they get passed on the stuff, knowing it or not, so the family or teacher doesn't lose face.

Thailand, FIX THE SYSTEM, not just the schedule.

As usual we have the yellow brigade who posts according to party line without even considering (understanding ?) the subject at hand.

Because what's wrong with establishing benchmark for the eduction system ? Everybody complains about the dire strait of the education system, trying to improve it should not be a priority ? And the PM should not put her weight behind such action ?

For reminder No Child Left Behind was one of the priority of George W. just after he took office. What is good for the USA is not good for Thailand ?

You cannot rebut the points made, so you go off on a tangent? There is no sinister plan involved.

The fact of the matter is that every western country has a similar plan. In the west they may be formalized as a series of plans, such as innoculation schedules or pedagological achievements.

The concept of the plan introduces milestones and due dates and is how projects and development projects are monitored and managed.

The nasty negative comments from some people here demonstrate that many of the so called experts here have no work experience on projects and no education. I find it depressing that the gullible guppies of TVF gulp up the Nations article and pile on to twist out of context a harmless plan. This usually occurs when ignorant people get hold of something that their limited intellects are unable to comprehend.

The point people are making, perhaps not so articulately, is that this is a pure PR wanking exercise by the government as usual. And I think that point is valid.

Not only in more developed nations, even here all these time/stage related benchmarks are already known by and commonly available to all. When what is needed is a concrete realistic plan for radical reform of the whole education system from the ground up in order to try actually achieve any of the goals.

Which IMO will never happen here, because a well-educated population would not be in the interest of those in control.

In this case "relevant administration" is an oxymoron.

We all know what it's good for people to achieve, but achieving it is another thing. This hasn't be achieved in any country in the world. Even in the richest countries there are still people who can do the basics like reading and writing.
