Many governments refer to immigrants/ex-pats as aliens, the US is the prime case in point, there's nothing truly offensive about the term, unless a person is exceptionally thin skinned of course.

In this case US immigration is a good example since they have Aliens, illegal Aliens, and then of course the out of space Aliens visiting their country all the time.

BTW one need thick skin to go through US immigration without any emotional scars.
