Is there a Immigration office in Ubon, where I can get a letter of residence. If not where would be the nearest.

If you do not have an extension of stay from the immigration office it is unlikely they will issue such a letter. You can always obtain from your Embassy if that is the case.

What if I have a 1 year Non Imm O Visa would they issue a RC then or it has to be an Extension? and when you say " You can always obtain from your Embassy if that is the case". Do you know what documents are needed, do you need appointment, how long does it take and does it have to be in Bangkok.

It will depend on your Embassy. All Embassies are located in Bangkok although some countries have stand alone Consulates elsewhere that could issue such a letter.
