Help Needed

Hi,

Although this isnt really thailand related i know theres alot of knowledgable people here and ive trawled the internet without any luck,

My question is:

Do you need some sort of license or permission to run an online lottery or prize draw. The draw entrance could be from any country and the prize would ideally be a holiday and spending money, the entrance would pay a fee to enter the draw. My country of residence is Ireland if that makes any difference.

I know banks, shops, pubs etc in the physical world seem to do christmas draws etc by taking money and giving out prizes and money without a license (maybe this a wrong presumption?) but how does it work in a cyber world, do you need a license or not.

Also i know i would need a good disclaimer and need to state that you can only bet if gambling is legal in your country of residence etc but is there anything else i would need to watch out for

Hope anyone can help or even point out some other website where i might find information :o

Cheers
