The limits are set at zero, 20,000 or 50,000. Not really designed for the purpose you are seeking.

+1. Setup a weekly/monthly transfer for whatever amount you want to give on internet banking. No fee if both accounts are opened in the same province.

Or no debit card at all. Only a passbook? This might encourage saving to an extent by purposely making it inconvenient to easily withdraw if this is one of your intended goals.
