Ah, fvw53, not always: "- an Embassy is always in the capital of a country never in the province.

For example, the U.S. Embassy in Israel is in Tel Aviv whereas the capital of Israel is Jerusalem.

Amsterdam is officially the capital of the Netherlands, but the central government and all embassies are located in The Hague, which was by Dutch autorities always considered to be a city far easier to keep under control.
