Could somebody confirm if there is a French notary ( notaire ) a firm responsible for estate administration regarding France in Pattaya ?

Dude, you're in Pattaya THAILAND (I assume), why would there be a French notary here? And what makes you think, even if there was, that their credentials would have any validity back in France. It's like Americans asking for an American notary in Pattaya, even if there was one (in a former life) they would have no power to notarize any documents for presentation in America.

Why not call the French embassy in Bangkok and ask them...maybe they have a "notaire" like the American embassy can notarize documents for presentation in American courts and use in business transactions.
