I think Google Voice has the best rates these days for international calls: https://www.google.com/voice/rates. It's similar to Skype - you can talk over the internet via your computer / laptop / tablet / smartphone.

My first mobile phone in Thailand was on the old 470 network. THAT was expensive. When I retired and came from the US I was pleasantly surprised with the Thailand mobile phone rates.

That said, I recently spent some time in Cambodia. I got a free SIM card from the airport promoting the SMART network. It came with $.50 credit. I bought a $5 credit and put it on the SIM. After quite a few calls including one to the US, I still had nearly $5 of credit. I don't know what the rates are but they ARE very low, much lower than Thailand. The service was fine.
