I have a one year multi non-O issued from Thai Consulate in the USA for visiting family/friends. It expires August 15th 2012. If I exit and re-enter Thailand just before visa expiration and get a fresh 90 day stamp that will be good until mid November, can I then apply to extend based on retirement or marriage in November before the fresh 90 day stamp expires ? I am married to Thai, over 50, and have the funds for either marriage/retirement but in a Certificate of Deposit that matures in July, so do not have enough time to season the money in a passbook savings account before Visa expiration on August 15th.

Yes you can get a new 90 day stay with any entry prior to expiration. You could also extend any stay for 60 days at immigration without financials on basis of having Thai wife (she would have to go with you). Retirement is much preferred and less paperwork for everyone if you can use those financials to qualify for extension (but you can not work on such extension).
