Is the first/initial 90-day reporting ( of address ) for Ed visa holder a must ?

How much is it ?

when is the deadline to report if I arrive in Bangkok airport 25 July ?

Can I get admission of Ed visa at Malaysia-Thailand border if i travel by train Penang-Bangkok ?

A visa entry is only 90 days or less so no address report is ever required. Only if you extend your stay at Immigration would address reports be required. There is no cost for address reporting - it is a requirement if on a stay longer than 90 days. Entry modes makes no difference for visa stays so yes you can arrive by train and still get the 90 day entry allowed by an ED visa.

but I just come across this : this guy got admission to study MBA in Sasin Univ Bangkok in April 2012 and the next month he went to Laksi / Chengwattana to report

Why did he go to Laksi , Changwattana to report within several days/weeks of his arrival ( or within his first few days of study ) though he just arrived in Thaialand ?

He probably went to immigration to apply for an extension of stay. Not to do a 90 day report.

I think you are confusing reports with getting an extension of stay every 90 days which is common for many students at Thai language schools.

Address reporting is due after 90 days in Thailand. It is not for us to try and figure out what another web site may be posting about but people could have been here for a period of time before starting study and may have converted from another type of entry without a need to exit for university study.
