Thai Ed Visa - Can I Go To Any Consulate In Asia For This?

I need to go out of Thailand soon with docs from my Thai language school to apply for a thai ED visa. Can I go to any Thai consulate or will only some issue them?

Id like to go to one of the following, in order of preference:

Jakarta

Phnom Penh

Manila

Ho Chi Minh

I think you might want to drop Phnom Penh from your list. It can take up to 4 days to get the visa issued. Manila has been reported as being very friendly in the past for tourist visa.

The others might be okay but I don't recall any reports about them.

Vientiane Laos is a commonly used location that has normally gotten good reports and gives next afternoon passport pick-up service.

Believe "unfriendly" was the intended comment for Manila. Very few reports of anyone not having issues there.
