I have a friend visiting Thailand, on a triple entry tourist visa, their first stamp ends tomorrow.

they have been in pai and went to chang mai today unaware it is a holiday, obviously it is closed now until Monday. they have a plan to travel to Hua Hin arriving Saturday so they can go immigration there for an extension.

Is there any rule regarding missing a stamp regarding holidays or is it up to the discretion of the individual officer at the time?

If you appear on first workday after holidays there should not be any problem getting the extension and overstay will not be charged. Later will involve at least payment of overstay and extension could be refused. Advise them doing early does not lose any time (for the next entry).
