How hard will it be to find and setup a team with senior thai php programmers?

Are programmers with the following skills easy to find, and what will be the average salary?:

OOP, Design patterns, Zend Framework, MySQL, PostgreSQL, Data normalization

Pre: SCRUMM, Unit testing, SOLR, NoSQL, Javascript

Must be able to speak/read/write in fluent (or rather good) english.

Try the ones who are just about to graduate. There will be a period of 6 months, during which you must weed out rotten eggs. then the jearning curve, expecpt first results in a year. Then after that begins the actual formation of company practices, roles and so on.

A 2y project. Funding must be well stocked.

It will be quite hard, probably impossible. Thai senior "whatever" will want to work in a big enough company.

Better way is to look for a stable thai/farang foreman, he/she will deal with younger ones who will never stay very long anyway.

Good profiles are not easy to find here and, when you find them, they are not cheap (by Thai standard). Young graduates who have studied overseas tend to work for large companies due to family pressure. However, it is possible to find more senior profiles with good to excellent skills as well as proficiency in English. I found the real issue is to set up the right management framework though. It is fairly possible to do R&D work here with the right mix (we do real time industrial systems as well as complex distributed information systems, OODB etc.).
