The existing law states that an inmate has 60 days to appeal after getting a death sentence.

That's strange,judging from previous news reports I was of the impression that convicts that received the death sentence were freed the next day, especially if it concerned serial murders.

Bailed is not the same as being freed. Does seem dodgy in the case you quoted though.
