I am working on a website that is a .com site. only updating files pics etc. would that be considered working in Thailand, keeping in mind this could be done anywhere in the world, in the USA for arguments sake where strict work permits apply.

Some thoughts please, probably a question that has been asked before.

doing any form of work in thailand, paid or unpaid is considered work, even if its paid for from outside of thailand

technically and legaly you cannot do it.

that said. do you propose to tell immigration you are doing it .

if no one knows, and if no one sees, then there is no risk.

Yes a work permit would be required - Thailand definition of work is any effort and does not even require payment of any kind so actual enforcement can be made on just about anything. Normally if no report on you and you do not let others know you are actually working it will not be closely checked - but it always could be.
