If your a Thai citizen no you dont, however if you are here on an American passport, ie getting visa's then one could argue, strictly speaking yes you would

If on an US-passport you would be subject to visa regulations, but believe not to labour regulation. But any question would simply be resolved by flying out of the country on the US-passport and returning on the Thai passport.

Just because you have US residence or citizenship does not require you to have a work permit if you are a Thai citizen with ID card, house book and entered the country using a Thai passport.
