AFAIK, the answer is yes. The visa on arrival is only available to business travellers who either have proof that they are attending a meeting or seminar, or for employed foreigners who have proof of their employer and employment status.

Yes, do get a visa in advance.

Even if you are a business traveller: I have heard of a case where the visa on arrival was rejected, because there was something wrong with the invitation letter. The guys had to fly back to Singapore and come again the next day.
