There are other optional fees such as cancellation, change of date.... You don't assume that the are going to send a bill to your home for these. You may be referring to an IATA rule that even a 100% NON REF ticket the taxes must be returned. They will impose a penalty for a no show that will most likely be close to the tax amount previously collected. Penalty's have been around since the beginning of time, when you "Accept the Terms" you're bound.
