Does anyone know if it is currently (as of August, 2012) acceptable for a foreigner that is not currently a resident of Thailand (or Laos in the case of Vientiane) to apply for a Chinese tourist visa (applicant already has an invitation letter) in either Chiang Mai or Vientiane? It seems that Bangkok is not currently issuing visas to non-citizens or non-residents (i.e. applicants that are in Thailand on tourist visas or visa exemptions), so I'm wondering if one of these other cities are. In 2010, it was very easy and no questions were asked. But right now I'm not sure. Any recent experiences?
