Plodprasob vows to construct Kaeng Suea Ten Dam in 5 years

BANGKOK: -- Science Minister Plodprasob Surassawadee yesterday vowed to have the Kaeng Suea Ten Dam constructed in five years.

"I am going to get approval for this project by April next year," said Plodprasob, who is also Water and Flood Management Commission chairman, during his trip to flood-hit Sukhothai.

The Kaeng Suea Ten Dam project has been highly controversial. Faced with decades of protest from people and environmentalists, the project was shelved but never really abandoned.

Every time floods hit Sukhothai and other downstream provinces, government figures blow the dust off this project, saying that the Yom River is in need of a dam.

Plodprasob yesterday reckoned that he expected strong opposition. "But I will fight for Sukhothai people. I will explain to the opponents the need to construct this dam," he said.

According to Sukhothai Governor Jakkarin Plianwong, floods have affected the lives of 21,150 people and ravaged more than 100,000 rai of farmland in Sukhothai this year.

The Yom River also overflowed in the nearby province of Phitsanulok, sending flood water into riverside homes and farmlands.

In Bang Rakam district, many families were forced to camp out on the curb of Phitsanulok-Bang Rakam Road that was on higher ground when compared to their villages. In Phichit, another downstream province, the flood water level was so high that locals in Ban Noen Salika in Sam Ngam district decided to stay put at home. The only way to go around was by boat, and for those unfamiliar with such means of transportation, there was a risk of accidents.

These three provinces in the Yom River basin are among 13 provinces recognised as "flood disaster-hit zones" by the Disaster Prevention and Mitigation Department, which yesterday concluded that the disaster had affected 177,496 people.

In the eastern region, flood water subsided in Sa Kaeo's economic zone. Vendors started cleaning their stalls in Aranyaprathet Market. Last week, they had to run their business from another location instead as flood water swamped the town.

Meanwhile, Deputy Bangkok Governor Teerachon Manomaiphibul said the Bangkok Metropolitan Administration (BMA) is considering a plan up to upgrade the capital's water-drainage system.

The system can presently deal with up to 60 millimetres of rainfall each day. However, in the wake of recent downpours, many Bangkok roads were under flood water and big questions emerged as to whether the system was really efficient.

"We have now thought about upgrading it to ensure that it can deal with up to 100 millimetres of rainfall per day, but that will require a lot of money," Teerachon said without disclosing the figure needed.

Must be very trying on him as Science Minister to have to handle a Dam which is certainly outside his portfolio? Or is Constable Plod creating his own portfolio as he goes?

Hey, the potted genius of Plod is on a roll. Water pushing, plastic liners. He is the pooyai with his finger on the pulse of the water problems of the nation.

I have the utmost faith that by the time he has chewed his way through the 400 or so billion baht that he has at his fingertips, NOTHING will have improved one jot. But by then, he will be long gone, a reluctant hero who took on the water problems of the country, sitting sagely in his gargantuan home in the hills in Chiangmai, profferring advice to the next poor (or probably not so poor) sod who has his job.

He'd better get digging then.

This guy would be more use to the Thai people as a bit of back fill in the dam. (I was going to say as a reinforcing rod, but, like all PTP cabinet members, he lacks the requisite stiffness in the backbone. In fact, they all lack any backbone at all).

This should be a nice little earner for him. Never mind the environmental impact. He just needs to do whatever is necessary to stay in power long enough to benefit from the tender process.

He will explain to the people in Sukhothai why it is to their benefit to have their homes, land, houses, villages, roads submerged under a dam. If someone presented him with a Mensa test, would he know which way to hold the paper?

With due respect, here is my wise advice. Dams alone don't solve your flood problem. Your correct operation strategy and dams do. First thing first. You need to look for the correct operation strategy before building up dams.

The Chao Phraya is pretty small to take all the emergency releases from dams. The more dams you have the higher flood peak discharge if the dams have to release water under "duress". Yes, that was partly happened in 2011 floods.

I thought the Chao Phraya should be big enough to take the delayed water release from last year's inflow and inflow for the current year. But you proved me wrong by looking at the number of occurence of flash floods that never becomes less. Or you just don't know exactly how to develop the right multiple dams water releases strategy during flood and during draw down period? If this is the case then your new constructed dam will become counter productive as far as flood mitigation and control in concern.

Maybe Mr. Plodprasob plans to open his own restaurant next to the dam, serving Tiger, Gaur and Elephant steaks (and meet from all the other animals that will be under water from the dam) He had some great restaurant plans at the Zoo in Chiang Mai before!

The 735 km long Yom River, passing through Phayao, Phrae, Sukhothai, Phitsanulok, and Phichit provinces, is the smallest tributary of the Chao Phraya. The Yom watershed is 23,616 km2. It contributes about eight per cent of the average volume of 1,800 million ml per year of the Chao Phraya's flow at Nakhon Sawan. The majority water volume of the Chao Phraya River comes from the Ping, Wang and Nan Rivers which make up 45, 35, and 15 per cent of water respectively in the Chao Phraya basin, so the Kaeng Sua Ten dam will have little effect on preventing floods in Bangkok and the lower north and central region.
