hello.

I'm a romanian citizen and I have a question about VOA. In 16 March 2013 I'm arriving in Bangkok whit plane and I"ll take VOA for 15 days. second day, 17 of March I'll live Thailand whit train to Cambodgia and spend about 14 days out of the country and return in 31 of March in Thailand from Langkawi by Sea through Satun Checkpoint. I have to stay in Thailand until 2nd of April when I have my plane back to Budapest.

my question is : can I take 2 times VOA ? first in 16 March and second in 31 of March? the re-entry permit taken from Bangkok is not a choice because our train to Cambodgia leaves at 5.55 AM. tourist visa whit 2 entries taken from Romania It could be a choice but I'd like to keep that for Plan C if possible because it's not convenient for me to travel for it from my town.

No limit on Visa on Arrivals and the same for Visa Exemptions.

Yes that is a border entry that is allowed to issue visa on arrival - not all are. So yes he should be fine.
