As said, all offices are the same. For an extension based on marriage the documents are sent to Bangkok for final approval and they also check how one qualifies for the marriage extension.

No immigration office in thailand will accept a combination, as it is against the rules. They would hear it back from Bangkok and the approval for the extension would be denied.

Your friend is mistaken with the retirement extension, which does allow a combination.

On another note, I would expect immigration to follow the rues, not that they don't follow the rules as you seem to suggest.
