Hi

Can all this be done at the Nongkai border crossing?

Or does it have to be done at a local immigration?

Also will my 2nd tourist visa still be valid as I have

overstayed waiting for my new passport to arrive.

Overstay can be taken care of at the border, 500 baht per day with a maximum of 20,000.

You seem to have a tourist visa, that means you can also take care of that at the border. You will be stamped out on the new passport and for the next entry you show the visa in the old passport and get the stamps in the new passport. Overstay will be no problem, as long as the visa itself is still valid! You must use all your entries before the "utilize before" date.

A visa can never be transferred to another passport. Overstay can be paid on departure but believe that crossing sends you back to the close-by provincial immigration office for transfer of stay stamp (at least during operating hours). If you have an extension of stay and have obtained a new passport you must visit the immigration office issuing the extension for transfer of that information first (and if on overstay expect you will have to pay that also).

can be done at Nong Khai Immigration, during regular office hours you will have to go to the head quarter, 2km from border.

During off hours they will do the transfer n overstay payment at the border check point.

Upon return to Thailand your will get another 60days, provided your visa is still valid, please crosscheck ENTER BEFORE date on the visaitself.

My post reads bad as am talking about the transfer process being done at the provincial immigration rather than overstay. Also if you have a two entry visa you just present both passports upon return to use the visa in old passport - visa does not expire until date on the visa itself even if passport has been canceled.
