South side of the Super Highway access road just West of the river, big shop about 100 meters from the river, equipment and water tanks in front of it. They have it in different sizes.

any chance of more precise whereabouts ...thanks

Sounds pretty precise to me. About 100m west of the river, south of the superhighway access road. There's only one "superhighway". Also known as Hwy 11.

you are traveling west on the super highway towards doi suthep and cross the river Ping river

at the first exit to the access road make a u turn (the access road is 2 way for that section), you will see it on the right

OR

go north along the west side of the ping river to the super highway access road, the one on the south side of the super, and turn left, go about 100 meters and it will be on your left.

OR

drive west on the inside of the moat from the north east corner, go about 100 meters to the first shop you see selling machinery, it is before the first u turn possibility on the left. go in that shop and talk to the owner, English will work, if he does not have the wire, ask him for directions to his families other shop on the super highway access road

OR

open your copy of The Book of What Where and How to map page A6, it is probably 8 on that page, don't have the book? go buy one

Go check it out and report back on prices for the rolls.

OP, if you drive around, not in the city, but along, for example, the Mae Rim and Chiang Dao roads, you will see many traditional shops, often with displays of smaller farming and such general merchandise out front. It is fun to drive around, stop and say hello. Most "in-town" shops don't have a lot of display and storage space. It can be hard finding them, and giving directions to them.

was in Global House today and spotted 1 metre high chain link fencing in 10 metre rolls for 769 baht

they dont sell the concrete posts however

a 40m roll of single strand barbed wire that I intend to put above the fence just to give it a little more height was 220 baht

I saw just the kind of fencing you are looking for at the Home & Garden Show a couple of months ago. The guy on the stand says it's stocked in CM by Weera Panich which is just before you get to where they are building Central Festival on the superhighway. See my map.

Best of all, the guy said that they stock proper wire strainers - something no-one in town could supply when I needed one a couple of years ago. Not tested this information (and the fencing was imported from OZ so maybe pricey) but it's worth a try. If you can speak Thai, their number is 053 852345.
