Investigators told to accept lot drawing for positions in south

BANGKOK: -- The police chief said on Thursday commented that while it was understandable some police investigators were not happy with the system of random selection for deployment to the deep south, they should consider the task as serving their country.

Police Commissioner Pol Gen Adul Saengsingkaew said he had worked in the deep south for more than three years and had never complained.

He was responding to reports that some police investigators would be filing complaints with the Police Commission against the policy of drawing lots to deploy investigators to the three deep south provinces of Pattani, Yala and Narathiwat. The complainants have alleged that the policy is discriminatory and unfair, as it covers 600 investigators only and not other positions.

They threatened to forward the complaint to the Administrative Court if the Royal Thai Police refused to listen.

"Our fellow investigators should consider that by working the in south, they are working and making sacrifices for the country. I understand that they would not be happy because they have to work far from home. They possibly have problems," he said.

The draw, which takes place on January 7, is being held as only 30 investigators have put their names forward for the 100 available positions in the south.

Asked if he would take action against the investigators making complaints, Adul said he had just received the reports and would be look into it at a later date.

Lot drawing displays an absolute lack of leadership and moral courage on behalf of the Senior Police Officers, who simply want to absolve all responsibility for upsetting people to the 'luck of the draw'. The investigators in the South should be hand picked for their skill-sets in being able to get the job done. A mirror image of the Government leadership.

In the military you would call such an assignment an involuntary, short-tour of duty.....there are always duty locations in the world that many folks are not thrilled about going to and there are just not enough volunteers. End result: some non-volunteers must be selected...it's the possibility and duty they signed-up when joining-up (every assignment can't be a choice assignment) but many will still try to avoid or get out of the assignment.

When you have a national police force, it should be no different than the military.

Maybe they will actually earn their pay + and of course, lets not forget a little racketeering on the side !!

I couldn't agree more with Kennedy and Pib, but some police who's parents are wealthy will be able to undermine the random selection process;

A better way to address the shortfall would be to divert the next 60-odd people that would otherwise have been destined for a stint at the ministry of inactive posts.

Sounds fair to me if everyone goes into the draw.

Of course, those who know the system, might be able to avoid having their name go into the draw at all.

Resign? This is almost unknown in the RTP as positions cost so much. Bribery is SOP for situations such as this. Should that fail a doctor's note saying you have an ear/nose/throat/anal infection, accompanied by a suitable donation would usually be successful.

Why do i have a "bad feeling" about this, obviously fair selection method?

What a way to dispose of any oponents in your force, or fools who want to be "good cops".

ANY observer should check if ALL the force members names are in the basket!!

Recruitment should take place locally in the South, a drive to a neighbourhood friendly community force. In the South they have their own language,a local lad in uniform would be more welcome.

I guess you still could bribe your way out, just do it before the draw so your name doesn't go into the hat.

Is this ballot system any different to other police forces around the world? I know the Victoria police in Australia use a ballot system and personel are allocated to regions and stations around the state depending on need. When you join you accept the terms of employment. It is not until you actually start applying for promotion that you can apply for a particular station.

Well when the man overseeing the RTP (expoliceman) seems to be avoiding any trip to the southern region of Thailand, (Malaysia does not count) why would anyone expect anything different from the troops.

The antics of the workforce of Thailand does not change from the day wage worker, taxie drivers service business, police, military, civil servents, politicans, etc. Its almost like someone combined the 'Road runner-Coyote cartoon' with 'professional wresting', mentality and reproduced 70 plus million of like thinking objects.

The best thing to do is go to the Dr. and get a medical excuse. Something like, "....the patient suffers from a severe allergy to lead and should not be deployed to the South."

I am sure there are going to be a lot of acceptable excused for the right people. Things like, living and supporting the parents, illness, overweight, really nice and drinks with the captain, always meets the tea money quota etc. etc..

As I was told when I joined the military many years ago,

"If you can't take a joke, then you shouldn't have joined up".

And the usual retort was "I can take a joke, but this is a frigging pantomime."

I think we should all be more sympathetic towards those brave crime fighters who can't afford to pay the price of having their names omitted from the ballot. If their names come up, they will have to try to pay protection money to the insurgents and beg for their lives to be spared but there are so many different independent insurgent cells that all their investigative skills will be required to find out who to pay.

The hunters become the hunted.
