If this guy is a Native English Speaker he should be able to get a job teaching English. If he's really screwed-up he should contact his embassy and become a ward of state.

Assuming that the guy is in genuine need, I would do what I could to help him help himself, perhaps by helping him get a job etc. In the described circumstances, I probably wouldn't just dole out some money - if he doesn't want a job, then I'm not interested in helping.

If I can help someone, I will. One day I might be in need of a leg-up myself. It hasn't happened yet, but who knows?
