If a person is in the UK on a settlement visa and has a driving licence from Thailand they can drive for 12 months on said licence if after or during the 12 months the person leaves and then re enters the UK would the 12 months start over again?

No once the year is up they must get a UK one.

If a foreign licence holder is a UK resident then their 12 months starts on the day they first enter the UK as a resident.

As rod2011 says above, once that 12 months is up then they can no longer drive using their foreign licence; no matter how many times they may have left and re-entered the UK.
