I have a tourist 60 day visa which with my added 30 days expires beginning of March and as I am living in Thailand seems sensible to learn Thai . I live in Rayong where there are no accredited Thai language schools so I will join a school in Pattaya.When I have the documentation can I do a border visa run to get an education visa or do I have to go to a Thai embassy abroad?

No, a border run will not get you a visa - they are not issued at border immigration posts.

They are issued by consular offices run by the Ministry of Foreign Affairs.

Per above, you will need to apply for the Ed-visa in a neighbouring country.

As Cambodia requires 4 workdays to issue and both consultes in Laos only 2 days, Laos might be the better option.

do not go to Cambodia. They were telling me it could be two weeks. Not sure if it was just to milk us for more money but every one was willing to pay to get their visa the unofficial express service. I also have a friend who works here in Thailand. I'm not sure exactly if it's legal or not but she said there are brokers or agents that will go do all the leg work for you. You might want to do some research on that. I'm sure there are TONS of them in Pattaya.
