Ok I had a retirement visa before, but I applied for it while in the US now I'm in the Phillippines and thinking of retiring in Thailand again can I do in country or do I need to return to US get 90 day entry visa then retirement visa in Thailand? or can I get a 90 day visa in phillippines then do retirement visa in Thailand? Totally confused here can anyone help?

You don't have to travel back to the US to get a non-O visa. You could try and apply in the Phillipnes, although they are not known to be the most easy consulate.

If they refuse a non-O visa, you could come on a tourist visa for 60 days and convert your tourist visa to a non-immigrant visa in Thailand itself for 2,000 baht.
