Tracey was arrested and charged with procuring underage boys outside a Pattaya department store and offering them 300 baht to go with him. newsjs Police have been aware of his activities over a period of several years but finally caught him and took him in for questioning before formally charging him. A resident of Bang Saray, he isn’t the only one caught in a net which was cast by local police this week end. A 69 year old German, Karl Josef Rupple, was also arrested at his accommodation in South Pattaya, and charged with picking up a 14 year old boy in front of the Chai Mongkol Temple, and taking him back to his room. webfact Posted February 4, 2013 Author Share Posted February 4, 2013 German and British suspected child molesters caught by Pattaya Police PATTAYA: -- Two suspected child molesters and a Thai agent who is accused of procuring minors for foreign customers were arrested by Police on Saturday. Officers from the Police Region 2 Child and Women Protection Unit obtained three arrest warrants from the Pattaya Provincial Court and conducted the arrests in Pattaya and Bang Saray in Sattahip District. The first to be arrested was Mr. Karl Josef Ruppel aged 69 from Germany at his rented room in South Pattaya. According to arrest warrant number 95/2556 dated 1st February 2013 Mr. Ruppel is accused of conducting indecent acts with a minor under the age of 15. The second suspect arrested was a Thai National, Khun Rachan aged 51 who resides in Soi 10 off the South Pattaya Road. He is accused of providing minors under the age of 15 to foreigners for the purpose of conducting sexual acts with them in exchange for money. What is good to see is that the BiB are doing something positive about it............... As much as I distrust the media, when high profile cases such as child abuse come into the public domain, the less chance there is of tea money being paid to make the problem go away, which can only be a good thing. The age of consent in Thailand is 15 (with the below caveat) as specified by article 279 of the Thai Criminal Code. The current legislation applies to all regardless of gender and/or sexual orientation. However parts of the Prevention and Suppression of Prostitution Act, which disallow any sexual contact with prostitutes under the age of 18, are widely interpreted by some local authorities to cover sexual acts classed as "obscenity for personal gratification". Also from the Penal Code Amendment Act of 1997 Section 283bis, having sex with a child under 18 is a compoundable offense even with the consent of that person. The parent or the child may file charges against the other side if he or she later regrets his or her own action.
